蘋果日報       左派文革式批鬥李柱銘已非針對個人 泛民擬聯署捍衞言論自由
左派陣營針對民主黨創黨主席李柱銘在《華爾街日報》撰文的抹黑行動不斷升級，引起國際社會關注，認為會打擊香港言論自由，多個泛民主派政團認為不能再坐視不理，計劃發起泛民聯署，除了支持李柱銘外，更提出捍衞香港言論自由，反對混淆視聽的政治抹黑。發起人公民黨立法會議員湯家驊說，泛民應團結一致，表達對捍衞香港言論自由的信念。

雖 然《信報》早前刊登學者詹德隆替李柱銘繙譯《華爾街日報》英文文章「中國的奧運機遇」的中文版本，已將「press for」譯作「促使」而非左派所說的「施壓」；「direct engagement」譯作「直接參與商討」而非「直接干預」，可是左派人士繼續不斷指李柱銘「杯葛奧運」、「要求美國向北京施壓」。有泛民議員認為，情況已去到危害言論自由的地步，「（李柱銘）明明冇講過，佢哋係咁屈，呢種已經係文革批鬥手法，再係咁落去，香港言論自由好危險。」

 

南華早報    SCMP      Lee attacks not hurting freedom of speech
The chief secretary yesterday rejected criticism by a United States newspaper that attacks on veteran democrat Martin Lee Chu-ming by pro-Beijing groups were eroding freedom of speech in the city.

"Since the handover, the level of freedom of speech has not deteriorated; in fact, it has improved," Henry Tang Ying-yen said in Beijing.

"Otherwise, a lot of Lee Chu-ming's remarks couldn't be publicised."

He was responding to a commentary by The Wall Street Journal criticising the Hong Kong government for failing to defend Mr Lee over comments he made in an article in the newspaper two weeks ago.

Mr Lee had called on world leaders such as US President George W. Bush to press for improvements in China's human rights situation through next year's Beijing Olympics.

Critics from groups supportive of the central government called Mr Lee a "traitor" for inviting foreign interference in China's internal affairs.

On Monday, The Wall Street Journal ran a commentary describing the verbal assault on Mr Lee as having "the flavour of a Cultural Revolution struggle session".

Mr Tang is the highest government official to respond to the controversy. He has said the Olympic Games should not be politicised.

Members of The Frontier yesterday protested outside the headquarters of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB) against what it called "savage criticisms" of Mr Lee.

Frontier legislator Emily Lau Wai-hing said the verbal attacks were an attack on freedom of expression and resembled the political struggle during the Cultural Revolution.

 

星島日報       四成市民選獨立中間候選人
中大亞太研究所就區議會選舉進行第一階段民調，發現選民對下月舉行的區議會選舉投票意欲甚高，表示一定或可能會投票的比率高達八成八，而近四成被訪者傾向選擇獨立或中間派候選人，投票主要考慮地區工作表現，候選人政綱和政黨背景相對次要。

亞太研究所在本月中起開始進行民調，成功訪問約二千名市民，發現有八成自稱登記為選民，當中有近六成表示一定會在區選中投票，可能和未定有約兩成九和百分之三，不投票只有百分之八。撇除不投票的被訪者，表示會、可能會和未決定的選民中，選擇區議員主要考慮依次是地區工作表現佔七成、政綱佔四成五，而政黨背 景則佔三成五。

八成關注民生議題

若真正在區選中投票，這些表示會、可能或未決定的選民中，表示會傾向選擇獨立或中間派候選人佔四成，而傾向民主派佔約三成三，選親中派的有一成六，未決定仍有一成二。

對於區議會選舉關注度，有六成一表示關注和非常關注，不關注和非常不關注則有約四成，八成表示關注和非常關注的被訪者中，強調關注民生性議題多於政治性議題。

他們也較傾向認為，區議員的功能角色在於解決社區問題和代表市民表達意見，監督政府則認為是立法會議員工作。六成六被訪者表示，若要找人解決社區問題，會找區議員，找立法會議員只有一成五，而近五成受訪者要找人表達意見也找區議員，約三成找立法會議員。

Anson Chan Fang On-sang has unveiled a comprehensive campaign platform for the Legislative Council by-election in Hong Kong Island, seeking to introduce universal suffrage by 2012 and bring about a just and compassionate society.

Saying people should vote for her rather than Regina Ip Lau Suk-yee if they supported "genuine democracy", Mrs Chan also pledged to improve communications with Beijing, while calling for a fair verdict on the 1989 Tiananmen Square crackdown.

"My central theme in this election platform is how to establish a society that is democratic, free, compassionate, and is a just society that looks after the interests of all sectors of the community," she said.

"My primary goal is to push for universal suffrage for both the chief executive and the Legislative Council in 2012 because this is what will give us good governance."

政務司長唐英年昨展開上任後首度訪京行程，昨與港澳辦副主任陳佐洱等官員會面後，他形容港澳辦對香港區議會選舉和立法會港島區補選的形勢「掌握得非常好」，但強調雙方沒就此多談。

對於民主黨李柱銘的「奧運施壓論」，唐英年表示，沒跟陳佐洱談及此事，但相信港澳辦對香港近况掌握「相當完整」。

民主黨創黨主席李柱銘在《華爾街日報》撰文要求美國總統布殊藉明年北京奧運促進中國人權，被左派勢力群起抹黑指罵為「漢奸」，天主教香港教區主教陳日君樞機昨公開力挺李柱銘，直斥這次有組織性的抹黑行動可笑又可悲，更令香港蒙羞，「令香港失咗水準。」他揶揄左派陣營稱，若李柱銘等愛國人士被視為「漢 奸」，他亦甘願受到同樣指摘，「我都可以係漢奸，我都唔介意係漢奸。」

近日鮮有公開發表言論的陳日君昨晨出席維園舉行的明愛賣物會時，首度就李柱銘遭左派抹黑事件開腔，他直言有關李柱銘是漢奸的批評「好可笑囉！」他指李的文章內容有目共睹，最難明「連啲有份量嘅 人都咁亂講」，他覺得傷心之餘也感到荒謬，指這類批評令本港這個文明社會有失尊嚴及蒙羞，「令香港失咗水準。」

陳 日君坦言認識李柱銘為人，「將愛國嘅人講做漢奸，好可悲。」他對抹黑言論不敢苟同，「如果李柱銘咁嘅人都係漢奸，我都可以係漢奸，我都唔介意係漢奸。」對於作出批評人士或是出於激情的說法，他予以堅決否定，「激情都有底線，激情都唔可以離開真理太遠。」他認定抹黑行動有組織性，「唔使講都諗到啦！」認為惡 意批評應告一段落，也無需要強求作出批評人士公開道歉。

兩名參與立法會港島區補選的參選人昨午分別回應陳樞機的言論。出席動員大會的前任政務司司長陳方安 生認同李柱銘愛國愛港，「我覺得李柱銘先生係好關心香港、好愛國嘅。」她重申是次國家能夠主辦奧運，每個中國人都覺得非常自豪。她也呼籲所有外國政府積極參與奧運，透過奧運向中國反映各自關注的問題。另一名參選人保安局前局長葉劉淑儀也認同陳日君的言論，她指各界討論問題或表達意見時應該持平，不應使用「語言暴力」，「過激嘅言詞唔可以用；評論時要締造和諧社會、要避免亂扣帽子。」

Cardinal Joseph Zen Ze-kiun has described as shameful the branding of veteran democracy campaigner Martin Lee Chu-ming as a traitor for urging the United States to use the Beijing Olympic Games to engage China on its human rights record.

The criticisms were not based on facts, he said yesterday.

Cardinal Zen's remarks came as Regina Ip Suk-yee, a pro-Beijing camp-backed candidate in the December Legislative Council by-election, made a subtle appeal to her supporters to lay the saga to rest.

Cardinal Zen, an advocate for democracy, said: If Mr Martin Lee is a traitor, I can also be called a traitor.

I do not want to talk about it too much. [The criticisms against Mr Lee] were shameful, he said.

Mr Lee came under fire last week for writing in The Wall Street Journal that US President George W. Bush should take a broader vision of the possibilities for the Beijing Games.

The pro-Beijing camp accused Mr Lee of calling for a boycott of the 2008 Games, and inviting foreign influence in Chinese affairs.

Mr Lee has said he suspected the attack was a well-orchestrated tactic ahead of coming elections.

Mrs Ip called for calm in a subtle appeal to her pro-Beijing supporters. When expressing views, one should avoid using violent language.

Mrs Ip's election rival, Anson Chan Fang On-sang, said Mr Lee was patriotic and cared for Hong Kong.

有批評是次抨擊民主黨李柱銘是有組織有計畫進行，也是衝着選舉而來，與李柱銘駁火的民建聯曾鈺成強調，全件事民建聯處於被動，要不是李柱銘以《施政報告》辯論時間講補選，發表批評民建聯「出格」言論，根本無意回應，更反問難道選舉期間有人發表不負責任言論便不能批評。

對外界指民建聯對事件進行批評是出於選舉考慮，曾鈺成在昨日出席該黨一項活動後說：「這講法很奇怪」，「是否在選舉期間，有人發表不負責任的言論而不受批評呢，有人發表了其他人批評時就是為選舉作考慮呢？」

他亦無正面評論事件是否對民建聯選情有利：「我們不考慮這個問題，我們認為道理應該講清楚，如果市民覺得批評的人沒有理由、說得沒理自然不會支持批評的意見。」曾鈺成又重申事件中民建聯是處於被動的，非如外間所指藉此打擊參與港島區立法會補選的前政務司司長陳方安生，為他們支持的匯賢智庫主席葉劉淑儀拉票。

記者劉楚婷報道：本港著名富商李嘉誠書面回覆金融時報雜誌訪問時表示，預期在他有生之年，可見證特首及立法會雙普選，但他强調雙普選機制的制訂必須確實對香港有實質的益處及要循序漸進地推行。

民主黨前主席李柱銘的「奧運施壓論」連日來不斷遭抨擊，民主黨昨日在4份報章刊登聲明，強調該黨支持奧運。李柱銘則堅持自己在《華爾街日報》撰寫的文章沒有錯，不會道歉及收回有關文章。他又指有人故意誇張事實，自己近日已把文章看了多次，感到香港有一個很大的勢力對其施壓，逼他認錯。李柱銘又不諱言有人故意把他的文章打得負面，目的是想影響選舉，這是一個有組織、有計劃的行動。

「有組織行動圖影響選情」被問及民主黨刊登聲明澄清是否怕愈描愈黑時，李柱銘回應指有人故意誇張事實， 「這個（別人指他杯葛北京奧運）根本不是事實，不知他們是否不懂英文，調轉來說，民主黨只想正面說出這事。」他又透露看了文章多次，「覺得一個好大勢力在香港對我施壓，逼我認錯，成篇文章重點是反對他人杯葛奧運，認錯是否即讚成杯葛？」他又帶點激動地說： 「反對杯葛都是漢奸？很得人驚，廿三條都未立。」

The Democratic Party pledged its high-profile support for the Beijing Olympics in patriotic words yesterday, amid a political wrangle over remarks by its founding chairman, Martin Lee Chu-ming.

The party issued a statement in four local Chinese newspapers to clarify its stance on the Games. It reiterated that the party had long supported China as the host and that it opposed boycotting the Games on human rights grounds as some foreign groups had suggested.

"From the beginning, the Democratic Party has been genuinely supporting our country in hosting the 2008 Olympic Games, and wishes it to be a success," the declaration's opening sentence said.

民主黨前主席李柱銘的奧運施壓論，繼續受狠批。政務司司長唐英年昨日表示，「不應把奧運政治化」，民建聯主席譚耀宗認為李柱銘要認錯；前政務司司長陳方安生則替李開脫說，他也是游說外國的團體，不要杯葛奧運。

陳太籲外國勿杯葛奧運

唐英年出席立法會後表示，「北京主辦奧運是國家大事，香港作為主辦城市之一，一定會全力以赴辦好奧運」。

前日封口拒評李柱銘事件的陳方安生，昨日落區拉票後則表示：「李柱銘也是在游說外國的團體，不要杯葛奧運。」她又呼籲「外國不應杯葛明年奧運，反應該積極參與，繼續同中國保持溝通」。陳太深信隨着中國的經濟發展，「人權和民主都會有所改善」。

在立法會走廊上，各政黨繼續就此事針鋒相對。李柱銘強調自己支持奧運，並斥責其他人未看清楚自己的文章。他又表示：「如果因為我用一切方法爭取中國改善人權，而被指摘，我甘心。」但現時的批評，他感到「莫名其妙」。

被問及事件，對立法會補選和區選是否造成影響，李柱銘相信：「有人透過今次對我不合理的攻擊，影響選情。」

李柱銘昨天接受港台訪問，解釋其文章「本意」，是希望外國不要杯葛北京 奧運，並向中國領導人表達對民主和人權的意見。節目主持人表示，在他的文章中，只看到他叫意圖杯葛者要正面看待北京奧運，但看不到他呼籲其他國家不要杯葛，李柱銘說，「只要整篇文章都看了便知道我叫人不要杯葛(奧運)」。

李柱銘強調，「這篇文章從頭到尾，都沒有一句是叫人杯葛(奧運)，美國或其他地方都有呼籲人杯葛，但我要他們看清楚北京辦(奧運)是正面的」，李柱銘認為他已暗示呼籲不要杯葛奧運，只是希望各國領袖能與中國直接對話，而不是干預中國的內部事務。

李柱銘接受記者訪問時，被問及事件會否影響與中央關係，他指願意為改善人權而付出任何代價，「這些不關我的事，有些代價我願意付出，如果因我李柱銘用一切方法改善人權被罵，我是甘心的」。

 

英文虎報    The Standard    Candidates make last-minute dash to enter by-election race
The Hong Kong Island legislative by-election in December is turning into a crowded race, with four more candidates handing in their nomination papers on Friday.

This brings to seven the number of candidates who have submitted their forms so far before nominations close next Wednesday.

The latest to register were Stanley Tandon Lal Chiang (formerly known as Chiang Chi-wai), chairman of the Lok Ma Chau-Hong Kong Freight Association; Lau Yuk-shing (nicknamed Liu Tai), a former anti-communist activist; Siu See-kong (also known as Xi Hua Seng), a solicitor; and Cecilia Ling Wai-wan, a company director.

落馬洲中港貨運聯會主席運輸界人士蔣志偉(見圖)，昨宣布以獨立人士身分參加港島區立法會補選。他表示參選為公義而來，讓市民多一個選擇。他已取得二百個提名，並籌得六十萬元捐款，今日會報名參選。另外，港人民權民生黨主席蕭思江昨晚亦發表聲明，今天早上遞交參選表格，並指現已獲得超過一百五十個提名。

信報財經新聞       葉劉：2012普選對中央可能太快
立法會港島區補選參選人葉劉淑儀日前提出，爭取二○一二年落實雙普選的政綱，她昨天在接受本報專訪時承認，以她過去多年與中央打交道的經驗來看，基於要顧全國家的發展，二○一二年落實普選對中央而言可能太快。葉劉淑儀呼籲民主派不要搞抗爭，要坐下來協商，但她沒有提出爭取二○一二年雙普選的具體方法，只表示會創造早日普選的條件，如親身參政、鼓勵各階層的精英參政，希望政府改善各級議會待遇等。 直選混合制一舉兩得

葉劉認為，自己的政改方案能夠緊跟《基本法》無論是明文或隱含的意思，有信心可以獲中央接受。然而，她也認為，方案中提到二○一二年落實雙普選，中央可能認為太快，「唔係因為嗰個建議本身有無優點，而係我諗可能中央諗香港的民主發展，仲要睇全國的大局，睇全國到時發展成點，七百萬人對其他十幾億人有咩影響呢？」　　問及既然心知二○一二年是太快為何仍要提出，葉劉解釋「希望提出來有推動作用，我諗我提出立法會二○一六年可以全面實行混合制，比好多人的想像中快，但我覺得作為概念來討論下係好事」。

至於特區政府即將向中央提交《政制發展綠皮書》的報告，葉劉認為中央有很大的發言權，港人應該聽中央解釋為何二○一二年不可以普選，「二○一二年未準備好，係咪二○一七年呢？如果到時明確表示二○一二年唔得，但二○一六年或二○一七年就得，咁又唔同喎，等幾年咋喎。邁向普選是一個好大的突破，我地應該爭取一個時間表」。

Hong Kong's largest political party has vowed to "spare no effort" to fight for fully democratic chief executive elections in 2017 while hinting that the possibility of retaining functional constituencies for legislature elections merits further attention.

Tam Yiu-chung, chairman of the Democratic Alliance for the Betterment and Progress of Hong Kong, said his party was now taking a more proactive stance, since it had previously only expressed support for electing the chief executive by a one man, one vote system in 2017, rather than actually "strive" for it.

But the chairman of the Beijing-friendly party denied that the fresh commitment to democracy resulted from any communication with the central government.

一連三日的《施政報告》辯論昨日展開，泛民炮轟政府無心推動及落實二○一二雙普選，增設問責官員是建立特首曾蔭權班子。政務司司長唐英年指，不希望致謝動議「演變為表述政治立場、爭取政治籌碼的表演。」

內會主席、自由黨劉健儀昨日按傳統代表立法會提出《施政報告》致謝動議。她指出，政府不應把議員的善意批評視為挑剔，以免影響行政立法關係。她又要求政府，協助加強立法會與中央政府的聯繫，例如當中央領導人來港時，安排領導人與全體立法會議員會面，及安排全體立法會議員到國內進行訪問。

泛民炮轟無心雙普選

職工盟李卓人、公民黨湯家驊、民主黨何俊仁、張文光及社民連梁國雄和陳偉業在會議上均批評，曾蔭權早前提及的「民主與文革論」，反映出曾蔭權並不相信民主制度，以及無心推動落實二○一二年雙普選。此外，他們更批評政府增設副局長及政治助理等政治委任制度，是一種「政治酬庸」，延伸曾蔭權的政治班子及權力。

 

信報     湯家驊促澄清葉劉參選資格
　　有傳媒報道立法會港島區補選參選人葉劉淑儀留學期間，帶同唯一女兒離港，居所又租給他人，公民黨湯家驊昨天去信選舉管理委員會主席彭鍵基，要求澄清葉劉是否符合在報名參選前三年通常居住於香港的原則。他強調，並非為了打擊葉劉才向選管會提出，而是希望澄清她是否符合參選前連續居港三年的資格。　　葉劉淑儀競選辦回應指出，參選前已徵詢過法律意見，認為是符合資格參選，而她在美國讀書期間，在港亦有居所。選舉事務處回應指不會評論個別個案。

文匯報       政綱力爭2012達目標  指抗爭難成事  葉劉倡妥協達致雙普選
立法會港島區補選候選人、匯賢智庫主席葉劉淑儀正式公布其競選政綱。政綱建議力爭2012年達致「雙普選」，而若社會未能就此方案達成共識，亦不應遲於2016年普選立法會及2017年普選特首。她強調，自己會全力爭取2012年達致雙普選，惟呼籲所有真正支持民主者，應以願意妥協的態度磋商，否則難以令香港達致普選。

葉劉淑儀在昨日公布的政綱中，以「重視經濟民生，支持優質民主；為各階層爭取合理權益，團結社會力量」為目標，開列了港島8件民生大事(見表一)，並在經濟、民生、教育、政制及環保5大範疇提出具體建議，其中最矚目的是其政改建議，提出於2012年落實行政長官及立法會雙普選。

列港島8民生大事 5範疇提建議

她建議，於2012年成立1,800人的提名委員會，特首參選人須在委員會內4界別分別取得10%人提名，最後由1人1票方式選出特首；又建議2012年取消所有功能界別，增加立法會議席至80個，一半以比例代表制分區直選產生，一半以全港為單一選區的名單比例代表制產生，而市民1人有2票(見表二)。

立法會港 島區補選參選人葉劉淑儀昨天發表競選政綱，五大範圍中以爭取二○一二年雙普選的政改方案最受矚目，而以行政長官候選人必須取得提名委員會四個不同界別各百分之十提名的建議最惹非議。　　不過，葉劉否認提名門檻定得高是想作出篩選。另一補選參選者陳方安生則批評，葉劉將普選特首的門檻提高， 是民主倒退，不應該有篩選機制，並提醒市民魔鬼在細節，不要只看其政綱表面。

曾參與年初特首選舉的公民黨梁家傑則表示，當時沒有取得任何一位工商及金融界選委的提名。本報在翻閱他當時所獲的提名，發現政界的提名亦偏低。特首選舉後表明下屆會捲土重來的梁家傑相信，若葉劉的建議獲接納，市民將無法見到兩位持不同價值觀候選人的對碰，即「不會見到梁家傑」。

 

明報       林瑞麟指副局長制效美國遭狂轟
立法會昨日討論政府提出增設副局長和局長助理政治委任職位的建議時，有議員擔心政府「親疏有別」，集中委任親政府人士擔任，利用公帑擴大政府的權力。政制及內地事務局長林瑞麟反駁說，像美國等西方國家，政府也是委任與政府意念相近的人加入，此番言論即被議員斥責為不恰當。

公民黨湯家驊質疑，政府在「親疏有別」原則下，最終可能只委任一些「符合特首原則」的人選擔任副局長及局長助理。

稱為普選特首鋪路

林瑞麟回應時說，美國前總統克林頓、英國前首相貝理雅在任時，也有委任一些與自己意念相近的人任部長；他指進一步擴展委任制，是為日後普選特首鋪路，讓普選產生的特首組織內閣或政治聯盟。

湯家驊：令市民噴飯

他又指今屆特首選舉的透明度有所提高，選舉是在有競爭的情况下產生，具一定代表性，而香港的立法會及行政長官分別由兩個不同選舉產生，可說「與美國選舉比較相近」。

聽罷林氏的言論，湯家驊指有關說法令「家裏正在觀看的市民會噴飯」。余若薇直斥800 人「小圈子」選舉與美國相近的說法，連「小學生也不會信」。張文光更指林瑞麟拿美國的民主情况跟香港比較，可說是跟特首的「民主文革論」一樣荒唐。前綫劉慧卿質疑，將香港選舉與美國相比是「當香港人沒智慧」。

Some new hands will be on the helm of Beijing's policy on Hong Kong, after last week's retirement of vice-president Zeng Qinghong from the Communist Party's top leadership. But continuity will remain the key word in the central government's approach towards the city.

Several long-time Hong Kong hands remain at the centre of policy-making,  at least for now. They include the head of the party's United Front department, Liu Yandong , who sits on the new Politburo. Liao Hui , director of the Hong Kong and Macau Affairs Office (HKMAO), has kept his Central Committee seat, indicating he will still head the office for some time.

In Hong Kong, two deputy directors of the central government's liaison office, Peng Qinghua and Li Gang , are in line for promotion after being given key posts at the party congress.

Although changes in the top echelons of the HKMAO and the liaison office appear likely, the Beijing leadership seems to be keen to keep those teams intact until probably after next year's Legislative Council election.

Hong Kong has entered a long election season, starting with the district council elections next month and the Legco by-election in December. Beijing is anxious not to reshuffle the pack at such a critical time.

 

南華早報    SCMP     Ip puts forward her universal suffrage plans
Former security chief Regina Ip Lau Suk-yee yesterday unveiled her election manifesto, which included proposals for returning the chief executive and legislature by universal suffrage in 2012 while ensuring balanced participation by various sectors.

She also offered suggestions covering education, health, the environment and economic development.

Critics said her constitutional reform recommendations put up even more barriers to obtaining an entry ticket to the chief executive election than the present electoral system, under which a person can enter the race by securing the nominations of 100 members of the 800-strong Election Committee.

Mrs Ip, who is contesting the Legislative Council by-election for Hong Kong Island in December, proposed that the nomination committee be based on the current Election Committee. It would comprise industrial, professional and labour sectors, each with 400 members, and 600 political representatives, including 400 directly elected district councillors.

Candidates would require nomination by 10 per cent of the 1,800 members and by 10 per cent of members of each sector.

Alan Leong Kah-kit, the pan-democrats' candidate for chief executive in February, did not receive a single nomination from the industrial, commercial or financial sectors.

Pan-democrats called Mrs Ip's proposals fake democracy and said the devil was in the details. The proposals would create a screening mechanism to ensure only Beijing-backed candidates could qualify, they said.

Mrs Ip said chief executive candidates should have the backing of all sectors to fulfil the Basic Law principle of balanced representation.

Regarding the method for electing Legco by universal suffrage, she proposed expanding geographical constituency seats by 10, to 40, and electing another 40 by a list system in which the whole of Hong Kong would be treated as a single constituency.

Her fallback options involved expanding the Election Committee but delaying universal suffrage until 2017, and retaining functional constituencies until the Legco election in 2016.

明報       接手曾慶紅職務  習近平主管港澳事務
熟 悉北京政情人士透露，中共選出新政治局常委後，將會有一名常委負責港澳工作。由於習近平已獲選為中央書記處書記，實際上接管了原來歸曾慶紅負責的工作，因此預料習近平會一併接下曾慶紅主管的港澳工作。明報十七大採訪組有本報左派團體高層昨日即收到風聲，指習近平將全面接管曾慶紅現有的工作，當中包括港澳政 策，他們已計劃爭取在適當時候，約見這名新的港澳事務話事人。

該名左派高層表示，習近平雖然過去並沒有直接處理過有關香港的事務，但他指正如曾慶紅當年接手香港事務前一樣，同樣不太熟悉香港情况，相信他們很快便能掌握。他指習近平在調往浙江前，曾長時間在福建省工作，故跟本港部分「福建幫」及商界人士相當熟絡，對香港也有一定認識。

有政府中人更言，雖然港府現任高層過去與習近平接觸不多，但在前特首主政年代，董建華與時任福建省長的習近平也有溝通接觸。2002 年9 月，董建華趁休假期間，曾到福建休假訪問，當時習近平亦有親自接待。

Anson Chan Fang On-sang signed up yesterday for December's Legislative Council by-election with a list of nominees including business figures and well-known people but also individuals from different walks of life.

The 200-strong list includes the names of more than 80 people she met while canvassing on the streets of Hong Kong Island, as well as pro-democracy lawmakers and former government officials.

Mrs Chan said she had not particularly sought nominations from businessmen as she did not want to "put them in a difficult position".

"I don't think it's important to obtain big names. I'm hoping to be the people's voice in the Legislative Council," she said after submitting her nomination form.

Business leaders and political figures are understood to be under pressure not to support her campaign for fear of upsetting Beijing.

Last week, her main opponent, Regina Ip Lau Suk-yee, signed up with nominations from Executive Councillor Henry Fan Hung-ling, former justice secretary Elsie Leung Oi-sie and other prominent figures.

Mrs Chan said she was particularly pleased to have obtained nominations from people in the street.

"To me, it is important that I obtain nominations from grass-roots people," she said.

由於 丈夫陳棣榮與女兒陳慧玲仍然身在海外，陳太昨天只在孿生妹妹方寧生、兒子陳鴻偉、女婿余國民及姪兒方欣然陪同下報名參選。她昨天提交的200個選舉提名 中，主要是基層市民，包括近80個在地區拉票時得到的市民提名，以及不同界別的專業人士，也有多名親友提名陳太參選，除丈夫及兒女外，還有陳太胞弟方津生及堂妹方敏生等。已故藝人張國榮的胞姊張綠萍、民主黨主席何俊仁、公民黨黨魁余若薇也是陳太的提名人。

「唔想令商界難做」

四 名特區前高官提名陳太，包括身為陳太政改核心小組成員的前環境食物局局長任關佩英、前廣播處處長張敏儀、前衞生福利局局長霍羅兆貞及前法援署署長張鄭寶蓮；名單內沒有知名商界人士，與其競選對手、保安局前局長葉劉淑儀獲多名商界人士提名參選情況截然不同。陳太強調，從沒有刻意尋求商界人士支持，因為「唔 想令有啲商界人士難做。」陳太重申，參選是希望身體力行地推動民主管治，希望凝聚市民，合力推動2012年雙普選。雖然政改是其主打議題之一，但她強調， 稍後時間發表的參選政綱，「唔會獨沽一味（講普選）」；勞工、醫療、教育及環保等範疇，都是她極度關注的議題，期盼各界攜手建立真正公平公正的仁愛社會。

角逐立法會港島補選的前保安局局長葉劉淑儀，今日下午會召開記者會詳細公布政綱。據本報獲悉，葉太的政綱涵蓋經濟、民生、政制、教育及環保五大部分，當中以政制為主打；而葉太的參選委員會部分成員，今日亦會出席記者會，替她報名「撐場」及造勢。

 

明報      曾蔭權與青年對話：真心講文革論虛心認錯
特首曾蔭權就「文革論」公開道歉後，昨日首度公開回應「失言」事件。他坦言，當時發表「文革」言論時是「講多咗及快咗」，但「出於真心而講」。他承認自己對文革事件的研究「無咁深刻」，但相信只要肯虛心承認錯誤，會得到港人的支持及諒解。

特首曾蔭權昨日傍晚出席香港青年協會的真情對話活動，吸引約1200 名的青少年到場，前後有28 名年青向曾蔭權發問，主要追問施政報告的內容及特首個人生活。

有3 名學生問及曾蔭權本月12 日發表的「極端民主猶如文化大革命」言論及翌日的道歉事件。第一次被學生直問「文革言論」問題時，曾蔭權初時指較早前已發稿回應，故「不想再講」，強調自己抱着「學習心情」，「無論是歷史、文化、科技、經濟、政治，這些永遠學不完，我會緊緊記着 虛心及不停學習」， 「有一分氣力」仍繼續學習。

其後，另一學生追問他如何處理失言所面對的壓力，曾蔭權表示，自己出任公職以來，失言情况不少，但他相信，「香港人好寬大，如我虛心承認了錯誤，在不適合場合講了的話作虛心承認，往往得到香港人支持及諒解」。

其後再有學生問及特首失言的「社會成本」有多大時，他說： 「香港人對我好認識，知道我對某件事堅持的時候，會講嘢多咗啲、快咗啲，但我是出於真心而講，有啲反映我對此事嘅研究無咁深刻，我完全承認此一問題」。

明報     曾慶紅引退  政界料對港影響不大
主管港澳事務的中共政治局常委、國家副主席曾慶紅在十七大後「功成身退」，有熟悉國情人士表示，由於中央已一早釐定了對港政策，相信人事變動對本港政策影響不大。

時事評論員劉銳紹表示，中央已定「經濟上鬆、政治上緊」的大方向，而且國家主席胡錦濤在治港問題及決策上已「漸進入角色」，相信曾慶紅退任不會令政策改變。但他表示，由於曾慶紅處理本港問題例如政制方面具較大彈性，擔心接任人可能令本港在管治或執行政策上變得嚴謹。

中大政治與行政學系高級導師蔡子強則認為，曾慶紅向來行事果斷，屬大開大合之人，故在他主掌港澳事務期間，出現了前特首董建華中途下台、「港英餘孽」曾蔭權接任特首，以及推出相對較開放的政改5 號報告書等情形。他擔心日後接手港澳政策的領導人若抱「但求政治正確」的傳統思維，對香港爭取普選未必會是好事。

 

明報     副局長制恐致特首一言堂
曾經貴為政務司長、18 萬公務員之首，陳方安生此際正踏向直選之路。她的前下屬、特首曾蔭權最近建議大增委任政治官員，一連增設11 名副局長和13 名政治助理，陳太看在眼裏，擔心沒有足夠民意授權的特首手握委任大權，勢令政府變成「一言堂」，更憂心沒有私心的政務主任（AO）的晉升機會進一步被削弱，還要抽空「照顧」沒管治經驗的新增政治委任官員。若真的要深化政治委任制度，陳太認為曾蔭權在委任時應做到一視同仁，不要親疏有別。

已 報名參選港島區立法會補選的前保安局局長葉劉淑儀，初次踏足直選的政治台板，泛民主派即請來前政務司司長陳方安生與她對撼。對於自己在民調中落後於陳太，葉太認為民調只可作參考，「政治一天都嫌太長，前星期都是道歉周啦，甚麼事都可以發生。」但她坦言已有輸的準備。雖然陳方安生對於明年會否再參選，態度曖 昧，葉太則承諾，無論贏輸，明年都會再戰港島。

By-election candidate Anson Chan Fang On-sang says she has experienced people's fickle attitude towards her after some of her old friends switched sides to support her rival, Regina Ip Lau Suk-yee.

Mrs Chan, the former chief secretary, said people should vote according to their conscience. She was responding to questions from an ATV interviewer about some friends - such as former executive councillor Rosanna Wong Yick-ming and former permanent secretary for home affairs Shelly Lee Lai-kuen - who nominated Mrs Ip for the December Legislative Council poll.

I can feel how cold and how warm people's attitudes can be, she said. I think individuals should vote with their conscience.

Those friendships would not be affected, said Mrs Chan, who is due to submit her nomination papers today.

With Mrs Ip having secured support from political and social celebrities, Mrs Chan remained silent about her own nominators as she canvassed in Causeway Bay yesterday. She said she had been listening to different views, which helped her to better understand the problems of the working poor.

 

香港經濟日報    社評    曾慶紅離休  香港利益或有失
中央主管香港事務的最高級官員、國家副主席曾慶紅將退休，中央對港大政方針不會因而改變，但在中央各部委利益角力愈加嚴重時，少了一個熟知香港能對國家作出何種貢獻的曾慶紅，對香港爭取中央政策或有負面影響。

中共十七大昨天閉幕，國家副主席曾慶紅沒有成為新一屆中央委員，預示他將退出中共領導核心，明年初更會全面退休。

對港政策 中央利益為依歸

曾慶紅與香港關係密切，因○三年七一香港五十萬人遊行後，中央成立跨部門的極高層小組主理港務，由曾慶紅出任組長。

不過，曾慶紅的退不會令中央對港政策有所改變，因中央現時對港政策，主要秉承中共總書記胡錦濤的「硬的更硬、軟的更軟」原則。

所謂硬的更硬，即中央訂出的香港事務底綫，絕不容許踰越，此包括香港「兩制」不能威脅「一國」，所以胡錦濤在十七大的工作報告中，提到堅決反對外部勢力干預香港事務。

對於特首與立法會雙普選問題，胡錦濤七月初訪港已明言，香港政治體制循序漸進地向前發展，已隱喻雙普選不能一步到位。這些底綫體現中央重大利益，無論誰掌港務，亦不會更改。

所謂軟的更軟，即除對港政策底綫以外的，中央都願體察港人意願彈性處理，當中包括特首董建華的下台，以至經貿優惠如自由行、港貨零關稅輸內地等。這些政策亦不會因人而變。中央對港政策不變，但不等如曾慶紅之退對香港毫無影響。

隨着經濟、國力暴漲，中央各部委所代表的利益愈發龐大，因此中央要敲定重要經濟政策，往往涉及多個部委角力。以港股直通車為例，外管局雖在八月宣布將推出此政策，但在證監、銀監、央行、發改委等多個部委提出異議後，港股直通車至今仍無法開行。

經濟建議 香港少了一把聲

曾慶紅深悉香港事務，明瞭香港對國家經濟發展可起的積極角色及功能，香港少了他在中央高層幫忙解畫，港府上呈中央，有利國家及香港的經濟、金融政策建議，游說能力將打了折扣。

要彌補此可能出現的損失，港府高層必須加倍努力，積極推動中央領導層與香港的溝通，增強他們對港認識，否則香港縱籌劃出有利中央及香港的建議，亦可能事倍功半，延誤落實。

中 共十七大今日閉幕，將選出新一屆中央委員會。多名十七大代表昨日證實，主管港澳事務的中共政治局常委、國家副主席曾慶紅沒有被列入十七大主席團交給各代表團「醞釀」的中央委員候選名單之中，因此已可確定，曾慶紅由於屆齡因素，將在十七大功成身退。民建聯主席譚耀宗和自由黨主席田北俊盛讚曾慶紅任內對香港事 務貢獻良多，但相信中央對港政策無變，並期望繼任者能繼續與香港各界接觸。

民主黨立法會議員李柱銘歐美訪問團，昨日結束美國首都華盛頓3日訪問。他們總結今次訪問時說，美國官員一直以為，香港只要有六成民意支持，就可以有普選，卻不知還有兩個關卡，即「需要三分二立法會議員通過」和「中央政府接受」，質疑特區政府向國際社會介紹香港政改時「報喜不報憂」，美國官員更關注香港民主會否停滯不前。民主黨立法會議員李柱銘、單仲偕，以及人權監察總幹事羅沃啓，昨日（美國時間星期五）結束華盛頓3日訪問。他們總結行程，認為結果令人滿意。李柱銘說，此行最重要的，是將香港情況如實向國際社會反映，「我哋唔會唱好或者唱衰香港，只會唱真香港」，「例如我有講香港回歸後，香港法治同人權無問題，只不過因為無民主基礎，自由同法治未必受到保障」。

前行政會議召集人鍾士元表示，香港的政制問題是目前首要處理的，因特首在立法會缺乏穩定的支持票，令很多政策未能落實；又建議推行兩院制，平衡各方面的勢力，但民建聯曾鈺成指兩院制違反《基本法》。

準備參選立法會港 島區補選的前政務司司長陳方安生昨日透露，她宣佈參選前，北京已再派人與她接觸，她強調對中央政府並無任何敵意，她與特區政府溝通，也沒有任何問題。對於有消息稱特區政府為今次補選進行民調，指她與對手、保安局前局長葉劉淑儀支持度拉近，陳太指若消息屬實，擔心會影響選民投票意向，破壞選舉中立性，政府需 要解釋。

行政會議成員張炳良昨天出席一個論壇時表示，特區政府陷入一個決策困局當中，舊有的制度不適行於現今的政治環境；而且提出雖然有普選不代表便可解決所有問題，但起碼可以改善民眾對政府的信任問題。

張炳良指政府現今正陷入一個決策、政治管治的困局，他指舊有的政治思維，即行政主導、諮詢式政治，以及政府的積極不干預、自由放任原則，「這些思維以前可以容忍，但現在便不可以了。現在政府的認受性、民主代表性是纏繞政府的最根本問題」。對於管治的問題，張炳良提出無論動機是如何，總之一定要盡快解決普選問題，「不是說有普選便是萬應良藥，但在香港體制下，不解決普選問題便有更多問題不能解決，如政治信任的問題，這是關乎民眾信任的問題」。

 

信報     李柱銘獲美副國務卿接見
民主黨前主席李柱銘繼續訪美行程，獲得美國副國務卿內格羅蓬特（John Negroponte）等多名國務院高層官員，以及白宮國家安全顧問海德利（Stephen Hadley）接見。李柱銘表示，美國方面明白香港的民主發展正處於非常重要的時刻，而且一如過往非常關注香港事務。

 

大公報       市民怨氣減 只講政治無市場 區選回歸民生主題
從今屆區議會選舉各大黨所提出的政綱可以發現，政治議題重要性已明顯下降，民生及地區事務再一次成為主題。有學者認為，四年來香港經濟好轉，選民怨氣大減，簡單的政治口號難以吸引他們，候選人的切實工作成績將是能否爭取選民支持的關鍵。本報記者潘江鯤羅秉昆

很多政黨領袖和學者都認為，去到區議會選舉的層面，政黨背景和政治立場已不是街坊最重要的考慮因素，區議員能否真心為街坊服務才是關鍵。綜觀各大政黨的區議會選舉政綱，除了一直重視地區工作的民建聯強調「實事求是，為您做事」與關注工商界利益的自由黨外，平時只會喊政治議題口號的民主黨，以至是民協、前綫等都分別在政綱中以較大篇幅闡述民生議題，務求緊貼街坊的真正需求。

Anson Chan Fang On-sang has questioned whether the chief executive and mainland authorities give a true reflection of Hongkongers' views to the central government.

She said Beijing still had misunderstandings about people's aspirations, and called for it to hold direct talks with lawmakers from across the political spectrum.

Mrs Chan, who is standing in December's Legislative Council by-election, said she hoped she would be elected as one of the 60 representatives of public opinion in the legislature, and act as a bridge between the public and Beijing.

The former chief secretary said the chief executive, the Hong Kong and Macau Affairs Office and the central government's liaison office were primarily responsible for reflecting public opinion to Beijing.

She said people could say it was arrogant for her to believe that the central government should listen to her views.

"Of course, the point is not whether Beijing would listen to Anson Chan's views or not. The individual views of Anson Chan are not important," she said on a Commercial Radio programme.

"What matters is how much the genuine aspirations of the 7 million Hongkongers can be reflected to the central government and how many hurdles there are in these communication channels."

Mrs Chan said Beijing still regrettably misunderstood people's sentiment and remained wary in developing democracy in Hong Kong.

She hoped Beijing could talk to lawmakers of different political affiliations, a move she believed would help enhance trust among the people of the city.

 

東方日報       鄭耀棠：國民教育迫切需要
行政長官曾蔭權就文化大革命發表荒謬言論後，身兼港區人大代表的行政會議成員鄭耀棠直言，這反映本港加強國民教育有迫切性，每個香港人都需要了解中國近代史，例如文革的起因；另一行會成員張炳良拒絕正面評論曾蔭權失言一事，但指按民主的原意，是不會出現文革的混亂情況。

曾蔭權上周在一電台訪問中指，文化大革命是極端民主的例子，言論惹來各方批評，指他是「歷史白癡」，曾蔭權最後被迫收回言論並道歉，事件反映曾蔭權不認識何謂文革。鄭耀棠昨日出席一公開場合時，不肯直接評論曾蔭權言論，但直言事件反映本港需要加強國民教育︰「我唔知中央有咩感想，但當某啲人講某啲問題嘅時候，我哋覺得更加需要喺香港進行國民教育，更加需要，更加迫切。」

他續指，新一代香港人要主動了解國家及近代史，被問及是否包括曾蔭權時，鄭說︰「我係泛指所有人啦! 」

張炳良則認為，歷史教科書不應迴避近代史中仍受爭議的事件，又指本港回歸後加強國民教育，是無可厚非。

蘋果日報       施政報告後特首民望跌   以文革踩民主扶貧不力
特首曾蔭權上周三公佈施政報告後，中文大學香港亞太研究所進行的民意調查發現，市民對特區政府滿意度以及問責官員評分均上升，可是特首曾蔭權評分不升反跌，較上月調查下跌1.5分至62.7分，負責調查的亞太研究所副教授王家英，對曾民望未有受惠於施政報告感到意外，他估計與曾早前以文化大革命踩民主失言、以及市民認為曾扶貧不力有關。

中大上周六至本周一成功以電話訪問了711名市民，結果顯示，市民對特區政府滿意度達39.5%，較9月份上升4.2個百分點，至於市民對問責官員評分為57.1分，較9月份上升2.3分，三名司長評分方面，政務司司長唐英年評分為 62.2分，與上月調查相若，財政司司長曾俊華評分為59分，上升0.9分，律政司司長黃仁龍評分為66.2分，上升0.6分。

特區官員民望及政府表現滿意度上升，可是特首曾蔭權評分不升反降，只有62.7分，較上月下跌1.5分，跌至去年水平。王家英對曾蔭權的民望不升反跌感到意外，他原本估計曾民望應隨施政報告上升，但曾早前以文革踩民主，引發輿論及市民批評，加上天水圍發生倫常慘劇，市民批評施政報告扶助低下層的措施不足，令低下層市民不滿。他又稱，施政報告雖然普遍為市民接受，但也有不少市民批評施政報告缺乏長遠前景，在這些因素結合下，曾民望結果不升反跌。王家英認為，曾蔭權民望在未來日子可否反彈，視乎曾會否推出一些針對低下層的措施，例如增加生果金，提出新的扶貧措施，否則曾民望未必可以反彈。

Former chief secretary and Legco by-election candidate Anson Chan Fang On-sang denied she was being manipulated by overseas countries. In an interview with the RTHK television programme Legco Review broadcast last night, she expressed disappointment over apparent government apathy towards upholding fair elections. She urged the administration to firmly reiterate its political neutrality and do more to promote open and fair elections.

Liberal Party chairman James Tien Pei-chun admitted last week he made remarks perceived as a threat towards MTR Corp chief Chow Chung-kwong for nominating his party's rival in next month's district council elections. He originally suggested his party would "take a closer watch" regarding MTR affairs and that Mr Chow had to "shoulder the consequences" but later apologised and withdrew his comments.

Mrs Chan said: "That whole incident made a lot of people wonder, do some of our fundamental values still apply? {hellip} "The most disappointing thing for me is that not a single government official came out to make an explanation for this incident."

On Commercial Radio on Wednesday, Mrs Chan suggested there was pressure from "the mainland side" to prevent organisations helping her. Yesterday, she said it was not appropriate to disclose which organisations were involved, but again urged the government to dispel any concerns that there was any interference by external forces.

 

南華早報    SCMP    Regina Ip's three-year absence challenged as breach of poll rules
The legality of Regina Ip Lau Suk-yee's candidacy in the Legislative Council by-election was questioned yesterday, as pan-democrats urged the government to investigate whether her almost three-year absence from Hong Kong constituted a breach of election rules.

But Mrs Ip argued that as a former director of immigration, she knew full well the residency regulations and that her long absence to study in the United States would not bar her from running.

Under the Legislative Council Ordinance, a candidate must have "ordinarily resided in Hong Kong for the three years immediately preceding the nomination".

Chapter 4 of the Legco election guidelines allows temporary and occasional absences such as holidays or studying and says, "each case has to be examined upon its own facts". Mrs Ip, who submitted her nomination form on Wednesday, left Hong Kong in July 2003 after quitting as security chief when the national security legislation prompted 500,000 protesters to take to the streets.

She returned in June last year and declared her intention to run in the December election last month.

特區政府擴大政治委任制，建議增設合共24名副局長及政治助理。曾在官場打滾多年、即將參與立法會港島區補選的前任政務司司長陳安方生及保安局前局長葉劉淑儀，昨天異口同聲批評有關建議，尤其擔心在權責不清下影響公務員士氣，以及新職位薪酬過高令公務員感覺不公平。

下 周初才報名參加補選的陳太昨天馬不停蹄，先後到港島三個地區進行宣傳，並接受港台訪問。她回應傳媒時指出，不贊成政府在問責制未完善前便擴大委任制；若當局執意推行，必須清晰釐定政治任命官員與公務員的權責問題，「如果分得唔清楚，就好容易加深內部矛盾」，並指特首仍然未經普選產生，政治任命官員向市民抑 或特首問責，有關問題值得深思。

葉劉淑儀昨天則到跑馬地拉票。她接受港台節目訪問時也提到，基本上同意加強 委任制，但她質疑新上任的副局長未必具有豐富經驗，月薪卻有可能高近20萬元，薪酬遠超不少資深公務員，容易令他們感到不公平，引起不滿。

政制及內地事務 局局長林瑞麟昨天則在電台節目中重申，新增的職位只負責政治工作，而公務員擔任的常任秘書長則專責政策分析及準備議程，指各職位分工清晰。政府早前公開招聘的40名政務主任（AO）及150名二級行政主任（EO），前者接獲1.2萬份申請，平均300人爭一個職位；後者則有1.6萬人申請，平均100人爭 一個職位。另外，對於被質疑沒有連續居港3年、不符參選資格，葉太強調雖然在美國讀書三年，但經常返回香港，並在香港有住家，屬香港居民，完全沒有問題。

見 識過曾特首及特區政府主要官員如何親疏有別，偏袒屬意的政黨或候選人後；見識過自由黨主席田北俊先生如何「威嚇」地鐵行政總裁周松崗先生，迫令周先生道歉 後，我們認為市民及立法會有必要反對政府進一步擴大政治問責制，有必要反對任命年薪百多萬的副局長及局長政治助理。過去幾十年來香港的政治體制雖然距離民主有一段很大的距離，但基本上政府在施政時仍能保持政治中立，仍能以整體利益而不是政黨或黨派利益為主要考慮。但自從特首曾蔭權上任並公開表明將實行親疏 有別的政策，對不同政團實行差別對待後，政治中立的傳統已開始崩壞，黨派利益凌駕整體利益、凌駕確當程序的事件逐漸出現。近期多位問責高官高調會見立法會港島區補選候選人葉劉淑儀女士，明顯是在為她造勢，明顯跟以往政府的做法不一樣。

The government yesterday finalised its plans for two new tiers of political appointees to the administration - and a source said the first of them could be in place by April. But two political parties who must approve funding for the 24 positions are still unhappy with the plan and could delay or block it.

The scheme "will enable future chief executives to have sufficient room to build a political coalition, which will complement his election manifesto", said Stephen Lam Sui-lung, secretary for constitutional and mainland affairs.

Eleven undersecretaries and 13 political assistants will be appointed to help the ministers, such as Mr Lam, who head policy bureaus to gain political support for policy measures. All ministers except the secretary for the civil service will have an undersecretary and a political assistant. The chief secretary and financial secretary will also be provided with a political assistant. Ministers will form an appointments committee, chaired by Chief Executive Donald Tsang Yam-kuen, to choose candidates.

Mr Lam expected only a minority to be members of political parties, and hoped to see candidates from diverse backgrounds, such as civil servants, academics and professionals, so as to enrich the political team. Civil servants who take one of the posts will not be allowed to return to the civil service later.

A government source said some people had already put themselves forward for consideration. Mr Lam said the appointments would improve the administration's "people-based governance" and the political neutrality of the civil service, and nurture political talent.

 

明報    倡設11 副局長 13 政治助理 特首握委任權 副局長年薪268萬不問學歷
政府建議加強政治委任制度，在現有3 司11 局問責制下，再增設11 名副局長和13 名局長政治助理，月薪分別可達22.35 萬及16.39 萬元，也即年薪可達268 萬元及196 萬元。政制及內地事務局長林瑞麟強調，當局希望藉此與不同政黨和團體有更好的聯繫，組成執政聯盟，若視之為「政治分贓」，是不積極的說法。

政府消息透露，已有個別人士向政府自薦，但未有收到政黨的推薦名單。不過，有消息指出，被政府形容為「親密戰友」的民建聯，至少有兩名年輕黨員有機會「入圍」，自由黨亦有黨員表明有興趣。

有關聘任程序，政府原先屬意由局長提名、特首委任，但昨日公布的報告書則建議成立一個由特首主持，成員包括特首辦主任、3 司長及相關局長的「聘任委員會」，面談及評估有關人選是否合適，最終委任權仍在特首。政府建議，在年底前爭取立法會支持撥款和開位，明年第一季啟動聘任委員會的評選工作。

近日有傳民建聯至少有兩人有機會加入政府，熱門人選包括33 歲的教育政策副發言人張國鈞律師，以及45 歲的大律師張文韜。兩人原本一直在新一屆區議會參選名單上，但在區選提名期結束後，兩人卻沒有報名參選。

民建聯主席譚耀宗昨日說，兩人早前向黨表示因近日比較忙碌，決定不參選，與出任副局長沒直接關係，又指民建聯未向政府提交名單，「如果政府想民建聯推薦人選，我們會再考慮」。張國鈞及張文韜至截稿前未有回覆本報。

自由黨方面，黨主席田北俊向本報證實，該黨的區議會候選人、42 歲的黃以謙醫生，以及數名黨員已向黨表示有興趣出任副局長，但他強調，該黨沒有向政府提交過名單。黃以謙回應查詢時表示，自己希望更大程度地參與政治，因而對當副局長有興趣。

政府建議除律政司和公務員事務局外，在兩司11 局增設「政治助理」一職，負責向司局長提供政治意見，進行政治顧問的工作，月薪約10.43 萬至16.39 萬元。11 局同時會增設副局長職位，月薪約19.37 萬至22.35 萬元。政府表明，政黨、學者、專業人士、公務員等各界人士均可擔當該職位。政府估計，每年額外開支介乎5000萬至6500 萬元。

前保安局局長葉劉淑儀及大律師李永健，昨日率先報名參與立法會港島區補選。葉太向外公布一份有二百多人的提名名單，並以「新的一『葉』更出色」為競選口號。名單中包括多名重量級的政商界人士及前高官，其中較出人意表的，包括陳方安生的密友、前民政事務局常任秘書長李麗娟，以及與陳太關係友好的前資訊科技及廣播局局長鄺其志等。

昨日早上九時，葉太在大批傳媒見證下，身穿粉紅襯衫及米色套裝，親自前往東區民政事務處遞交參選表格。葉太指共取得二百多個提名，當中包括知名政商界人士，尤以一批前高官最為觸目，如李麗娟、鄺其志、前工商局局長周德熙、前教育及人力統籌司陳祖澤等(詳見另表)。

Regina Ip Lau Suk-yee submitted her papers on the first day of nominations for December's Legislative Council by-election yesterday and unveiled her campaign slogan: I'll do better than my best.

The former security chief said her campaign had entered a new phase, with a new poster and set of promotion leaflets telling her Hong Kong story. This highlights her personal history, which she said could not be separated from that of the city.

Mrs Ip's list of 200 nominators comprises former senior government officials, business community and political party leaders and prominent figures from various sectors. Among them are executive councillor Henry Fan Hung-ling and former secretary for justice Elsie Leung Oi-sie. More than 250 people have pledged their support.

Mrs Ip said she had asked former chief executive Tung Chee-hwa, now a vice-chairman of the Chinese People's Political Consultative Conference, to be a nominator, but he declined, saying it would be inappropriate as a state leader.

She announced four major objectives for her campaign: broadening the city's economic structure with technology and innovation, amending the mother-tongue education policy, fighting for universal suffrage in 2012 and improving air quality.

Former chief secretary Anson Chan Fang On-sang said yesterday that improper pressure from Beijing was hurting her Legco by-election campaign, and urged businessmen to follow their conscience.

Speaking on Commercial Radio, Mrs Chan said she was turned away from meeting a women's group because the person in charge had promised the mainland side not to meet her.

The person said frankly that ... a promise was made to the mainland side that a meeting with me would not be arranged, so that group members would not be charmed by my smile and words into supporting me, Mrs Chan said.

She said a similar incident occurred this week, although the organiser of that meeting did not buckle to pressure.

She did not name the organisations involved.

An informed source said Mrs Chan was very unhappy about the incidents.

Separately, the source said one leader of a government-subsidised organisation withdrew a nomination already given to Mrs Chan for fear that publicly supporting her would affect the group's relationship with the government.

A businessman who pledged support to her also said such backing could only be given in private to avoid angering some people, Mrs Chan said.

She said although she had expected people would distance themselves once she had announced her candidacy, she was surprised that social and business leaders succumbed to pressure. Urging businessmen to follow their conscience, Mrs Chan said: Only if a few of them would do it, it would build a force and fight such improper pressure, with no need to give up their personal stance.

I hope they will not be afraid anymore, and not use the excuse of not getting involved in politics.

 

大公報       明年立法會選舉九龍西增一議席
○八年立法會選舉地方選區分界建議獲接納，選管委建議維持現行五個地方選區的分界和名稱，宣布今天刊憲並將於十月二十四日提交立法會省覽。選管會建議維持現行五個地方選區的分界和名稱，分別是香港島 (包括中西區、灣仔、東區及南區) 、九龍西 (包括油尖旺、深水埗及九龍城) 、九龍東 (包括黃大仙及觀塘)、新界西 (包括荃灣、屯門、元朗、葵青及離島) 和新界東 (包括北區、大埔、沙田及西貢) 。

五個地方選區共有三十個議席。按照人口的分布，選管會建議分配六席予香港島、五席予九龍西、四席予九龍東、八席予新界西，七席分配予新界東。與○四年立法會選舉的議席分配比較，基於人口的轉變，九龍西將增加一個議席，九龍東減少一席，其他三個地方選區的議席數目則維持不變。

曾特首的《施政報告》 第102段有這樣的說法：「我們在進行民主改革的同時，亦要關注管治問題，不能因政制發展而損害管治的效率及水平，因為政府管治質素直接影響到市民的生活。」民主改革是提高管治質素的基本條件，曾特首卻將之說為損害管治質素的絆腳石，是否有點本末倒置，顛倒是非？被電台問及這看法時，曾特首的回應竟是， 民主改革的「極端例子是文化大革命」！這「比喻」與葉劉淑儀聲討民主為授權希特拉之禍首如出一轍，異曲同工。

葉劉淑儀為「希特拉」論道歉了。但她只為她的態度，而非她的立場道歉。曾特首也為「文革」論道歉了。但他卻仍堅持民主改革是會妨礙管治質素提升的。同時間，特區政府不止一次在不同的討論平台，高調警告市民，民主可以帶來民粹主義，令社會難以持續發展、阻礙經濟、製造不穩定。這種將民主等同民粹、發展至等同文革、以至全球浩劫的論調，又怎能不令人不寒而慄？

文 革是中國近代歷史上最令人悲痛的一段時間。文革是一場階級政治鬥爭，不是一種制度。文革沒有一人一票；如果有的話，文革會否發生也是一大問號。如果支革是有組織的話，民粹卻是完全沒有組織的。一般國際知名的政治學者，如希爾斯(EdwardShils)和奧斯理(PeterWorsley)皆認為民粹是一種人民不滿制度現狀的意識形態或政治文化。英國著名政治學家嘉露雲(MargaretCanovan)更認為民粹主義反對的對象，除了是掌管權力(包括國 會、政黨、政客及其他利益團體等)的社會菁英之外，也包括他們所代表的文化。民粹運動是不信任代議民主的；相反，民粹依賴具有個人魅力的社會領袖推動群眾運動，多於透過社會制度帶來改變。這與《基本法》為特區政治體系所定下的框架和民主改革的目標皆背道而馳。

制度失衝激起民粹主義

從 香港人的務實政治取態，亦可見到絕大部分市民支持的，是溫和、理性的民選代表。所謂「極端政治主義」只是一些危言聳聽的威嚇言論而已，實在是毫無根據。反之，持續呆滯不前之制度上的失衡，才是激發民粹主義抬頭、製造社會分化、不穩定的動力。把民主關起來，抹黑為政治悲劇的罪魁禍首，是在傷口上灑鹽，傷害後 肆意侮辱！這是理性討論的基礎嗎？

星島日報      高祀仁指乃國家一貫方針 胡總「反外力」言論非針對
中共總書記胡錦濤日前在十七大的政治報告中提到，堅決反對外部勢力干預香港事務。中聯辦主任高祀仁表示，胡總此一說法並非針對個人或事件，這是國家一貫的方針。公安部部長周永康表示，中國的強大，包括香港、澳門的發展，總會對世界某些勢力帶來一定的影響，所以外部的干涉問題，「我想歷史上有，今天也有，將來還會有。」

民主黨前主席李柱銘目前正在歐美訪問，呼籲歐美政府關注香港的民主發展。胡總前天提到「反對外部勢力干預」，令人聯想到針對李柱銘這類行動。全國政協委員胡應湘被問及香港是否有外部勢力入侵，他說：「我諗香港嘅事我哋唔使去請教華盛頓，或者請教邊道。」他續謂：「我曾經講過，『香港唔係美國第五十一州』，香港人自己和諧解決佢，擁護《基本法》！」

民建聯議員曾鈺成認為，香港本身是一個十分之開放的地方，當然會有來自不同地方的言論，評論香港的事務。他覺得應該就有關問題「劃清楚條界綫」，香港作為一個國際城市，「歡迎來自世界各地的人到香港生活、工作及投資，與外國勢力干預的兩回事分開。」他又認為，泛民主派與外國政界交往，與邀請外國勢力干預香港是兩回事，他相信，香港的政界中人會懂得該界綫。

中聯辦主任高祀仁昨天就表示，胡總講話不針對任何人或事件。他說，任何國家都不會願意看到別的國家干預和破壞，當有這樣的事發生，一定理所當然地反對

公安部長周永康亦表示，關於外部勢力干預，也是中國全國範圍裏所具有的一個問題。他表示要警惕外部勢力，

「我們內部講的是西化分化，對於香港來講不存在西化，因為香港本身的制度是維持了原來的制度。」但是要堅持港人治港、高度自治這個基本原則。

國務院港澳辦副主任陳佐洱對香港傳媒表示，本港及澳門特區自回歸後，一切事務均是中國內政，因此他完全支持胡總關於「反對外部勢力干預港澳事務」的立場。

立法會港島區補選今日開始接受候選人提名，保安局前局長葉劉淑儀將在今晨搶先報名「攞頭彩」；前任政務司司長陳方安生卻不急於報名，現階段會先搞好參選政綱。陳太昨天更呼籲特首曾蔭權響應國家主席胡錦濤的號召，與泛民主派充份合作。

陳 太昨清早續到中區派發參選傳單，有市民大讚陳太「好靚」，也有市民指得悉陳太出現而專程來見她一面。陳太其後首度帶記者參觀她設於皇后大道中的競選辦公室，該競選辦面積約為600平方呎，由9月29日開始租用，為期三個月，月租逾2萬元，暫時聘用了八名員工。競選辦職員指陳太稍後會展開籌款工作，暫時未考慮街頭募捐。有職員指競選辦電話系統時常出現不穩定情況，未知是否已遭竊聽。陳太在競選辦內與記者傾談時指出，很高興胡錦濤前天表明會推動民主，並與民 主派人士合作，希望身在香港的特首曾蔭權，同樣能與本港泛民主派人士充份合作。她說，她不急於在立法會補選提名期開始首天便報名，但未透露報名日期，只稱「到時就話你聽。」另外，陳方安生昨天接受港台節目訪問時 指出，早已預料參選會被人抹黑，她會處之泰然，但求問心無愧。

Anson Chan Fang On-sang yesterday added her voice to calls for the chief executive to make public his report to Beijing on constitutional reform as soon as possible.

She said Donald Tsang Yam-kuen should be sincere in his approach to introducing universal suffrage. After the views collected in the constitutional reform consultation had been analysed, Mr Tsang should quickly publish the information and details of his report to Beijing.

She also urged Mr Tsang to co-operate with pan-democrats following President Hu Jintao's calls for more democracy on the mainland.

Mrs Chan was speaking during the unveiling of her election office to the media after weeks of preparation. The 600 sq ft office in Queen's Road Central costs about HK$25,000 a month and is directly opposite the government headquarters - where her office was when she was chief secretary.

英國外相文禮彬前晚與財政司長曾俊華在貿易發展局晚宴會面，並在致辭期間敦促特區政府，在政改諮詢中要尊重民意。文禮彬表示，英國政府支持香港盡快落實雙普選（at the earliestopportunity），希望最後方案是有民意基礎、有充分討論，而不是由上而下單方面決定。

國務院港澳辦常務副主任陳佐洱昨日亦在北京向香港媒體表示，在香港發展民主，是中央堅定不移的目標，要循序漸進，符合香港實際情况。

 

南華早報    SCMP     Chris Yeung  Universal suffrage：a problem or an ideal?
However swift his damage-control exercise,  the chief executive's now-retracted remarks linking democracy with the turmoil of the Cultural Revolution could not have been more damaging. Apart from showing his ignorance of what happened during that tumultuous decade, his remarks raise serious questions about his understanding of the basics of democracy.

Perhaps Mr Tsang genuinely wanted to broker a deal on universal suffrage for Hong Kong. But his loose, and perhaps frank, remarks about democracy and stability have put him in a precarious situation.

No doubt Mr Tsang dropped his guard when speaking on an English-language phone-in RTHK programme on Friday. All the same, his thinking on the links between democracy and the Cultural Revolution could not have come out of the blue; it must have arisen from the bottom of his heart.

In his recent policy address, Mr Tsang's comments on democratic development were brief and cautious. We promote democratic development without compromising social stability or government efficiency, he said. Taken together with his comments on the Cultural Revolution, his underlying concern about what he deems the adverse impacts of democracy - instability and governmental chaos - has  become apparent.

In an interview with the South China Morning Post in February, Mr Tsang was a bit more diplomatic about the relationship between democracy and good governance. [The ideas that] a government without universal suffrage cannot deliver anything and universal suffrage can make everything feasible ... are not true, he said. In Asia, the universal suffrage system does not seem to deliver stable government, except in Japan.

Mr Tsang was groomed under a colonial regime before the handover, then rose to power under an undemocratic electoral system in 2005. So it would be a tall order for him to embrace democratic elections.

Veteran bureaucrats have had to adjust their words and deeds to the city's political changes. It's hardly surprising if many are sceptical, if not cynical, about the merits of democratic elections. In their eyes, elective politics have undermined the so-called executive-led system, making the government more vulnerable to political demands for a higher standard of living.

After a prolonged period of economic downturn and self-doubt, Hong Kong's return to stability and economic prosperity of recent years has reinforced Mr Tsang's belief that a government can still deliver even if it's not a democracy. He remains convinced that the introduction of a one-person, one-vote system would not eliminate the difficulties facing the administration.

Mr Tsang sees democracy, or more accurately universal suffrage, as a problem to which he must find a solution in his five-year term. Yet his remarks raise doubts about whether he personally believes in the ideals and values of democracy.

明報      「反對外部勢力干預港澳事務」
中共總書記胡錦濤昨日在十七大報告中指出，中央將堅定不移地貫徹一國兩制、港人治港、高度自治方針，全力支持特區政府依法施政，但他表明，「堅決反對外部勢力干預港澳事務」。民主黨主席何俊仁認為，胡錦濤的言論帶有恐嚇性，令人擔心這是中央將對香港政制發展作出強硬決定前，提醒外國不要多置喙的「警告」。不過，熟悉北京政情人士指出，自回歸以來，中央一直明言不容許外部勢力（包括台灣）干預港澳事務，立場並沒有改變，今次只是重申一貫立場而已。

十七大報告中，有關港澳的部分較為簡略，只有不足400 字。報告承認，保持香港、澳門長期繁榮穩定是中共在新形勢下治國理政面臨的重大課題，並表示「堅決反對外部勢力干預香港、澳門事務」。這提法曾見於2004 年9 月19 日中共十六屆四中全會通過的《關於加強黨的執政能力建設的決定》，內裏指出：「堅決反對外部勢力干涉香港、澳門事務。」但當時用的是「干涉」，而非「干預」。

喬曉陽李剛：對港政策不變

全國人大副秘書長喬曉陽昨日強調，中央對香港的政策不會改變，會繼續保持香港的繁榮穩定。中聯辦副主任李剛亦指中央落實港人治港、高度自治，支持特區政府依法施政，保持香港的繁榮穩定的方針是不會改變的，對香港的支持也是一貫的。就有消息指他有可能上調北京，李剛指有關消息是傳聞，並補充說：「香港是我的第二故鄉……如果有需要的話，我希望在香港多幹幾年。」政制事務局長林瑞麟在回應胡錦濤的言論時表示，當本港的選舉制度進一步民主化時，他們期望外國政府，特別是與香港有聯繫的，會尊重及理解香港在發展民主時，要按照《基本法》來辦事，而在國家的憲法下，香港政制發展最終的決定權在中央。

立 法會港島區補選提名期明天開始，匯賢智庫主席葉劉淑儀將率先報名，及提交其星級提名名單。目前，除了前政務司司長陳方安生及本土行動何來，已宣布競逐立法會港島區補選之外，昨日再有兩名人士宣布參選，包括有「巴士阿叔」之稱的陳乙東及大律師李永健，兩人都曾參選特首選舉。

Donald Tsang Yam-kuen had a narrow escape from further embarrassment over a verbal gaffe after government-friendly lawmakers joined forces yesterday to thwart a Legislative Council motion demanding his apology in front of media cameras.

Lawmakers on the constitutional affairs panel voted 14 to 12 to reject a non-binding motion tabled by Long Hair Leung Kwok-hung.

Mr Tsang on Friday likened democracy taken to its full swing to the Cultural Revolution inspired by Mao Zedong . He apologised and retracted his remarks in a written statement the following day.

At the Legco panel meeting on the policy address, Mr Leung said it was a shame that the chief executive had made such disgraceful remarks. The only way to wash away such shame would be Mr Tsang taking a deep bow and apologise in public.

Lee Cheuk-yan, of the Confederation of Trade Unions, said Mr Tsang's remarks were a Freudian slip. People will question if he is sincere in moving towards universal suffrage, Mr Lee said.

Democratic Party legislator Cheung Man-kwong said Mr Tsang should restore confidence by tabling a genuine universal suffrage model.

But panel chairman Lui Ming-wah, of the government-friendly The Alliance, sought to block the motion, saying it was irrelevant to the policy address. Cabinet member Selina Chow Liang Shuk-yee said the motion would open the floodgates to more debates over the gaffes of individuals.

The two bodies representing Hong Kong's lawyers have questioned the assumptions about key Basic Law principles in the government's green paper on political development.

The Law Society said the government's suggestion of a "step-by-step" approach to democracy was capable of leading to absurd results.

The society said that for the nominating committee, which names candidates for the chief executive election, to be "broadly representative" as required by the Basic Law, it should consist of members elected through universal suffrage, or of lawmakers and directly elected district councillors.

In its submission on the green paper , the society defined its preferred interpretation of "broadly representative" as "a reflection of the wishes of Hong Kong people as a whole", not "a reflection of a wide number of specific sectors in Hong Kong".

The society said it was offering a legal analysis, not proposing a specific electoral model, but its reading of Basic Law principles could have a bearing on whether other proposals comply with the Basic Law and international standards.

Its opposition to the "step-by-step" approach countered proposals by Beijing loyalists who advocate universal suffrage in 2017 at the earliest, since an overhaul of the system in 2012 would be too much in "a single step".

In a separate submission, the Bar Association concurred with the Law Society.
