民陣代表與泛民成員昨天召開記者會公佈1.13大行動詳情。遊行隊伍當日下午3時在維園集合，遊行至政府總部；遊行前一小時，六個基督徒團體會在維園舉行祈禱會，為特區政制發展祈禱。
這個以「拒絕假選舉，還我一人一票真普選」為主題的遊行預計有二萬人參加，主辦單位呼籲參與者穿上黑、白衣飾參與，象徵要求黑白分明的政制。

Pan-democracy activists are planning a major march on January 13 in
protest against Beijing ruling out universal suffrage for Hong Kong in
2012.
The protest was announced as the secretary for constitutional and mainland affairs said the government would work with political parties to make progress for electoral reforms in 2012.
Stephen Lam Sui-lung said Hong Kong would be a starting point for discussion of a road map for universal suffrage. He appealed to all political parties to set aside their differences and work towards reaching consensus to pave the way for the implementation of universal suffrage in 2017 and 2020.
Regardless of the National People's Congress Standing Committee's decision, Ronny Tong Ka-wah of the Civic Party said drawing the public's attention to continuing the fight for universal suffrage in 2012 would be the most crucial task facing the pandemocrats.
He believed it was too early to give up the fight for implementing universal suffrage by that year.
About 20,000 people are expected to march from Victoria Park to the Central Government Offices on January 13. Participants have been asked to wear black or white.

Political parties differ on handling the Legislative Council's
functional constituencies under universal suffrage, a major issue not
specified in Beijing's decision on Saturday against granting Hong Kong
democracy in 2012.
The National People's Congress Standing Committee says universal suffrage for the legislature will take place only after the chief executive is elected by universal suffrage.
The committee decided the 50-50 ratio between members returned by functional constituencies and those returned through direct election should remain unchanged in 2012.
However, there was no specification of how the Legco functional constituencies should be dealt with under universal suffrage.
Speaking on the RTHK programme City Forum, Tam Yiu-chung, chairman of the Democratic Alliance for the Betterment and Progress of Hong Kong, said the community should make the best use of the time to further discuss how functional constituencies could work with universal suffrage.

國務院港澳辦副主任張曉明前日來港出席政改座談會時指，直選不是普選唯一方法，令立法會選舉功能組別的存廢問題再起爭議。港區全國人大代表譚惠珠昨在《城市論壇》中表示，社會上有支持功能組別的意見，需要研究如何處理功能組別，包括「如何將之與普選結合」。公民黨吳靄儀批評，將變相保留功能組別的做法當作普選，更加令人懷疑2020
年的立法會普選是否真正的普選。
張曉明：普選與直選不能畫等號全國人大常委會副秘書長喬曉陽、張曉明等前日在政改座談會中均高度讚揚功能組別的功用，張曉明更提及普選不等於要取消功能組別，他更指普選不能與分區直選直接畫等號。
這些說話令泛民主派擔心是為保留功能組別鋪路，例如去年策發會討論政改時，亦有建議認為可以讓功能組別作提名，再交市民普選的方案，這方案亦有列入政制發展綠皮書之中。

一如本報早前報道所述，人大常委會上周六否決香港二○一二年雙普選，換言之，各界須在沒有普選的前提下，商討二○一二年兩個選舉的過渡方案。基本法委員會委員陳弘毅指出，決定並無限制立法會功能界別的選民基礎，但有學者認為，立法會的組成能否較民主，在於政府和中央的態度。泛民則仍然堅持爭取二○一二年雙普選。
全國人大常委會審議行政長官曾蔭權提交報告後，上周六早上全票通過關於香港政制的決定。曾蔭權約半小時後召開記者會，指二○一二年選舉的方案將由策發會政制小組研究，政府明年第四季將訂出方案。下午到港闡釋決定的人大常委會副秘書長喬曉陽指出，直選與功能議席比例維持不變，有利減少爭拗。

負責任領袖不應發起「不合作運動」
對於人大常委會否決二○一二年雙普選，社民連立法會議員陳偉業說，當理性已無法帶來轉變，認為泛民主派應推動「不合作運動」，包括否決所有政府議案，並杯葛所有選舉，甚至不惜被捕入獄而發起連串運動，從而吸引國際社會關注。港府發表聲明回應，作為負責任的政治領袖，政黨及立法會議員應相互合作，並非倡議「不合作運動」。

全 國人大常委會昨日正式公布香港的普選時間表，明言2017
年可以普選特首，在特首普選產生後，立法會亦可以普選；2012
年的特首及立法會選舉均不實行普選，但可作為「普選的中途站」。其後，特首曾蔭權及人大常委會副秘書長喬曉陽更直接補充謂，立法會最早可於2020
年全面普選。然而，港澳辦副主任張曉明指出，外國經驗顯示，普選不一定就等於分區直選。
對於為何常委會的決議不用「一定」或「應該」這些字眼，而只用「可以」來描述普選，是否意味事情會有變，喬曉陽強調，這次人大常委會的決定（下稱《決定》）是信任港人的嚴肅、莊嚴決定，是有法律效力和約束力的，「講過的話是會算數的」。

The nation's top legislature has put an end to 20 years of contention over democratising Hong Kong by giving the green light to universal suffrage for the election of the city's chief executive in 2017 and of the Legislative Council thereafter.
Chief Executive Donald Tsang Yam-kuen praised the decision as a "most important step for Hong Kong's constitutional development" and said a "clear timetable" had effectively been set for returning all lawmakers by universal suffrage in 2020.
The decision, in response to a report submitted by the chief executive two weeks ago, was passed unanimously by the National People's Congress Standing Committee in Beijing yesterday at the end of a week-long meeting.
It left to Hong Kong the details of electoral arrangements - including "appropriate amendments" for polls in 2012, which the committee's deputy secretary general saw as a key step to achieving universal suffrage. But as expected, the committee said it was too early to change the 50:50 ratio of directly elected and functional constituency seats in Legco.
Pan-democrats expressed regret about the rejection of universal suffrage in 2012 but said they would continue to fight for the early introduction of full democracy. They warned about "fake universal suffrage" being promised given that details of the 2017 and 2020 polls are not settled.

Electoral changes in 2012 will be a vital step on the road to eventual
attainment of full democracy in Hong Kong, the chief executive and the
nation's top legislature stated yesterday.
Explaining the rationale for the decision of the National People's Congress Standing Committee at a briefing in Hong Kong, its deputy secretary general Qiao Xiaoyang hinted strongly that the chief executive could only be returned through universal suffrage in 2017 if progress on democratisation was made in 2012.
The words from both men were taken as a reference to the pan-democrats' vetoing two years ago of interim electoral reforms for this year and next, and a warning that that must not happen again.

民調顯示市民有妥協空間
雖然泛民主派及逾半民意支持2012年雙普選，可是中文大學的民調顯示，若中央否決2012年雙普選，逾六成受訪者接受2017年先普選特首，負責調查的學者認為，結果反映市民對雙普選時間有妥協空間，可是若人大常委會拒絕承諾2017年先普選特首，市民反彈會十分強烈。
中大亞太研究所就政改報告進行民意調查，五成八受訪者認同特首曾蔭權建議不遲於2017年落實普選行政長官的判斷，三成堅持2012年落實雙普選，若2012年未達到目標，六成七表示接受2017年先行普選特首。

Beijing has thrown the democracy ball back into Chief Executive Donald
Tsang Yam-kuen's court, saying it will give "active consideration" to
universal suffrage in 2017 provided Mr Tsang agrees and can come up with
a proposal that can secure sufficient support from legislators, sources
close to Beijing say.
The National People's Congress Standing Committee, in a decision set to be made public tomorrow, would also reject "in clear terms" universal suffrage for the chief executive election in 2012, the sources said. But it is expected to allow the Hong Kong government to propose revisions to laws governing that year's elections. A draft resolution on Hong Kong's political development put before the Standing Committee yesterday did not rule out universal suffrage in 2017, the sources said.
It would be up to the chief executive whether to propose any changes. And he would need to get the support of two-thirds of legislators before submitting a report to the Standing Committee, which would then "actively consider" it, the sources said.
Likewise, any changes for 2012 are to be worked out by the city's government and sent back to the Standing Committee for endorsement after securing a two-thirds majority in the Legislative Council.
The developments came during this week's meeting of the Standing Committee to discuss, among other items, the democratic reform report submitted by Mr Tsang this month.
Pan-democrats, who earlier blocked the government's proposals for electoral changes for this year and next, said they were ready to compromise if Mr Tsang came up with a suitable plan, but expressed doubts that this was possible.

The Standard NPC unlikely to back down over suffrage calls
Beijing will stand firm on its principles despite opposition from
pan-democrats, local National People's Congress Standing Committee
member Tsang Hin-chi said yesterday.
``While there is freedom of demonstration, speech and press ... the opposition parties should put the overall interests of Hong Kong and its people first,'' Tsang said.
``The central government will not change its basic principles because of protests by opposition parties.''
The NPCSC yesterday finished its discussion on the report submitted by Chief Executive Donald Tsang Yam- kuen.
In the report, the chief executive said a 2017 dateline for universal suffrage would have a better chance of being accepted by the people and the Hong Kong legislature.
Tsang Hin-chi and other local NPC deputies at the meeting refused to disclose details of what was discussed before a vote on the resolution is taken at 9am on Saturday.
Local NPC deputy, Philip Wong Yu-hong, said the NPC's decision should be acceptable to the majority of the Hong Kong people.
``The opposition parties voted down a previous reform proposal which was presented in 2005. This frustrated the Basic Law's call for a gradual and orderly progress [towards universal suffrage]. They should rethink their position if they want to follow the Basic Law, and I believe they will ultimately support the NPC decision,'' Wong said.
Local NPC deputy Maria Tam Wai- chu said the discussion was positive and many issues were discussed which had not been raised before.
In Hong Kong, pan-democrats yesterday continued their hunger strike outside the Legislative Council building.

The
nation's top legislative body delivered a draft resolution to lawmakers
yesterday on the methods of electing Hong Kong's chief executive and
legislature in 2012 and on "issues concerning universal suffrage", state
media reported.
But the details are unlikely to emerge until it goes to a vote on Saturday.
Xinhua said Qiao Xiaoyang , deputy secretary general of the National People's Congress Standing Committee, delivered an explanation of the draft resolution from the NPC leadership to lawmakers. It came midway through a week-long meeting to examine Chief Executive Donald Tsang Yam-kuen's report on political reform.
Local NPC deputy Wong Kwok-kin said he believed the decision would be subject to changes according to the committee's discussions in the next two days.

And instead of the gold, frankincense and myrrh said to have been offered by the magi some 2,000 years ago, Tsang received a paper-made ear and a mouth, and an inflatable clock tower.
The democrats said these Christmas gifts would help remind Tsang of his responsibility to listen to the people. It was also a means to convey their calls for dual universal suffrage in 2012.
The inflatable representation of a clock tower, with the hands pointing to seven and eight, were to remind him of the previous hopes for universal suffrage in the elections of 2007 and 2008 and which, like the Star Ferry clock tower, were dashed by the government. ``We hope the National People's Congress Standing Committee will, at its ongoing meeting, give the Hong Kong people the right to draft their own timetable. 社民連主席黃毓民昨日建議，如果人大常委會否決二○一二年雙普選，二十六位泛民主派立法會議員集體辭職，並且杯葛○八年立法會選舉，引起國際關注。不過，他指：「泛民都唔會聽㗎啦」、「如果二○一二年無雙普選……各位想保留權位(立法會議員)……唔該加入民建聯、自由黨」。公民黨湯家驊則指，如果○八年立法會沒有民主派的立法會議員，「市民唔想要的法案都可以通過，例如二十三條立法」。

SCMP 2012 too early for direct polls, academic says
Universal suffrage for the chief executive in 2017 is a possibility, and
election methods in 2012 will be amended to widen participation, a
mainland academic on Hong Kong affairs predicted yesterday.
In an interview with the South China Morning Post, Zhang Tongxin, director of the Centre for Taiwan, Hong Kong and Macau Studies at Renmin University of China, said 2012 would be "a bit too early" for direct election for the chief executive and the Legislative Council as some social conditions have yet to be met.
"There is still a lack of general understanding of the Basic Law," he said, adding that many had the misperception that Beijing did not want Hong Kong to implement universal suffrage for electing Legco and the chief executive, which was the ultimate goal stated in the mini-constitution.
"Perhaps it is 2017," he said of the possibility of universal suffrage. "We should all work together towards the 2017 goal."
However, he cautioned against a strict timetable.
The Standing Committee of the National People's Congress discussed the chief executive's political-reform report on Monday and will vote on Saturday on whether the election methods for 2012 should be amended.

Beijing was urged yesterday by Basic Law Committee member and local deputy
to the National People's Congress Maria Tam Wai-chu to give a clear answer
on whether it would allow universal suffrage in Hong Kong in 2017.
The NPC Standing Committee broke into six groups to discuss the report received from Chief Executive Donald Tsang Yam-kuen on Hong Kong's constitutional reform - one of 25 items on its agenda as the week-long meeting moved into its second day yesterday.
Speaking after the discussion, Ms Tam said she had suggested at the meeting that universal suffrage for the chief executive should be implemented in 2017, with full democracy to elect the Legislative Council later.
Although the chief executive's report was a technicality to seek the Standing Committee's permission to amend the election methods in 2012, Ms Tam said she hoped the proposal of universal suffrage in 2017 could also be addressed. "My choice is 2017," she said. "I hope a clear answer can come up in this meeting."
Xinhua reported that members of the committee considered Mr Tsang's report "positive, responsible and pragmatic", saying it had comprehensively and objectively reflected the community's views on constitutional development.
Mr Tsang concluded in his report that universal suffrage in 2017 would stand a better chance of being accepted by the majority of the community. However, Hong Kong member of the Standing Committee, Tsang Hin-chi, said the committee should not say in its decision on Saturday whether universal suffrage would be implemented in that year.
"Whether to implement universal suffrage in 2017, before 2017 or later than 2017 is not to be decided by the Standing Committee now," he said, reiterating that its approval was the last step in passing a constitutional reform proposal under the Basic Law, following the Legislative Council's endorsement and chief executive's approval.

曾憲梓昨日重申，是否2017 年或不超過2017 年普選，不應由人大常委會討論決定，因為按《基本法》規定，香港政制修改要三分之二立法會議員通過、行政長官同意及中央批准，三者缺一不可，而全國人大常委會是最後一關，不能本末倒置。他指出：「民主派絕食也好、抗議也好，要爭取三分之二議員支持，不能顛倒過來。」黃宜弘說，昨與會代表發言踴躍，對報告書反應很好，認為體會到香港民意。他認為，2017 年先普選特首的方案，在立法會獲通過的機會較高。
譚惠珠亦表示，自己選擇2017 年普選特首方案，因為特首報告講得清楚，港人殷切期待愈早普選特首愈好。

年雙普選的憂慮， 「只要實現普選的時間表，是合乎情理的確切定下來，也必願意調整策略和方向，
萬事有商量」。他又表示，即使一時三刻不能落實普選，他們也會力爭，讓制度能盡快變得更平衡。

民主黨主席何俊仁亦指出，政改問題不應斬件處理，假如人大否決了2012 年雙普選，便必須要訂出一個終極方案及普選時間表，否則只會令到普選遙遙無期。對於全國人大常委曾憲梓說，人大常委會不應訂出普選時間表，應先由立法會議員三分之二通過，何俊仁認為這是「將個波推來推去」，他指出，若應該由港人先作決定，特首曾蔭權便應帶頭爭取2012 年雙普選。
職工盟李卓人和社民連主席黃毓民則認為，民主派底線應是2012 年雙普選。李卓人表示，普選問題已討論了很多年，若要等到2017 年才有普選根本不能接受，但他指出，若中央否決2012 年雙普選，而2017年有時間表的話，縱使不能接受，但聊勝於無。

Top legislature begins discussions on city's political future
The nation's top legislature will discuss Hong Kong's political future today, amid increasing pressure by the democratic camp on the city's representatives in Beijing to press home the desire for universal suffrage in 2012.
With National People's Congress Standing Committee chairman Wu Bangguo starting the week-long meeting in Beijing yesterday morning, pan-democrats demonstrated outside the central government's local liaison office and submitted a petition signed by 24 pan-democratic lawmakers.
The Democratic Party began a hunger strike relay yesterday and other pan-democrats initiated further petitions across the city demanding full democracy in 2012.
In media interviews, Chief Secretary Henry Tang Ying-yen and executive councillors Anthony Cheung Bing-leung and Bernard Chan called for a rational and pragmatic approach. In an interview with TVB, Mr Tang said he hoped the Standing Committee would give a direct response to the chief executive's political reform report delivered on December 12, which requested permission to amend electoral methods in 2012, and also suggested a timetable for universal suffrage.

Two executive councillors yesterday called on the public to support any
decision by the central authorities for the sake of moving forward with
democratic development.
The call came with the Standing Committee of the National People's Congress due to discuss Hong Kong's political development today. It is widely expected to rule out universal suffrage for the chief executive and the Legislative Council in 2012, in a decision to be announced on Saturday.
In an interview with Commercial Radio yesterday, executive councillor Anthony Cheung Bing-leung recognised that if direct elections for the chief executive were delayed until 2017, many democracy advocates would be disappointed. But still, from the perspective of overall political development in Hong Kong, having a clear goal would be a good thing and in the interest of the whole of Hong Kong, Professor Cheung said.
In Letter to Hong Kong broadcast by RTHK, executive councillor and insurance sector lawmaker Bernard Chan also said democratic development would progress only if a significant majority of the community can rally behind reforms that Beijing is comfortable with.
Those reforms might not be perfect, especially from the pro-democrats' point of view. But they would still deserve widespread support. The alternative is probably continued delay and continuation of the status quo, Mr Chan said.
Chief Executive Donald Tsang Yam-kuen delivered his political reform report to the Standing Committee on December 12 in which he said universal suffrage for the chief executive in 2012 was the expectation of more than half of the public, but implementing universal suffrage for the chief executive by no later than 2017 will stand a better chance of being accepted by the majority in our community.
Mr Chan said the pan-democrats should not treat universal suffrage as a human right, nor view it from a purely local perspective, but see political reform as a means to better governance, and from a national point of view. At a national level, governance depends on national unity. The view from Beijing is that the effectiveness of government could be at risk if one part of the country has an administration opposed to central leadership ... our local reforms must accommodate that concern, he said.

The Standard Real hunger for universal suffrage
At least one member of the Democratic Party will be using the week-long
hunger strike for dual universal suffrage to lose some unwanted pounds.
Patting his belly while talking to the press yesterday, Wong Sing-chi said that while members are expected to take turns going without food from 24 hours to a couple of days, he was hoping to stay on for as long as five days.
I expect to lose about 10 pounds, he said, adding: I kind of have to anyway.
The first group of hunger strikers took to their posts yesterday surrounded by Filipino maids enjoying their Sunday feasts at Statue Square.

饒戈平：2017普選特首較符現實 2012政制參考四二六決定

timetable for the introduction of universal suffrage in Hong Kong until
February, a local deputy to the NPC believes.
Ng Hon-mun believes the Standing Committee, which is meeting this week in Beijing, will allow changes to the means of selecting the chief executive and legislature in 2012, though it may also leave the details of those changes until February.
The Standing Committee begins its week-long meeting today, and will discuss Chief Executive Donald Tsang Yam-kuen's report on electoral reforms tomorrow.

李柱銘不接受2017普選
儘管外界普遍認為人大常委否決二○一二年雙普選的機會甚高，民主黨前主席李柱銘表示，過半數市民希望一二年有雙普選，現時仍有五年時間，各黨不應放棄爭取。他又指，就算人大常委在否決二○一二年雙普選，但准許二○一七年有特首普選，他和很多市民都不會「收貨」。

The NPC committee will be meeting from this Sunday to next Saturday, with Hong Kong's democratic reforms among items to be discussed.

The democrats are attempting to whip up enthusiasm over the universal suffrage issue despite Chief Executive Donald Tsang Yam-kuen's call for pragmatism and at a time when the populace is heading into the busiest festive season in a mood made buoyant by the economic boom.
Speaking after the pro-democracy lawmakers' regular lunch meeting on Friday, party chairman Albert Ho Chun-yan said his party is calling on democrats to take turns in going without food for 30 hours or more during the week-long action outside the Legislative Council building.
``We are aiming to get 30 to 50 party members to take turns for the seven-day protest. Each participant can choose to go without food from 30 to 50 hours,'' Ho said.

The central government has given its first indication that the nation's top legislature will consider the possibility of the chief executive being elected by universal suffrage by 2017.
A "leading official" of the central government's liaison office in Hong Kong was quoted yesterday by Xinhua saying Chief Executive Donald Tsang Yam-kuen's judgment on the issue in his report to Beijing fully reflected the aspirations of the Hong Kong public.
Mr Tsang acknowledged in the report there was a public desire for universal suffrage to elect the chief executive in 2012 but introducing it in 2017 would stand a better chance of being accepted by the majority.
"This analysis and judgment fully reflects the aspirations of Hong Kong people and various sectors in the city," the liaison office official was quoted saying, adding that the National People's Congress Standing Committee would give "active consideration" to this opinion.
The Xinhua report was released half an hour before a meeting between the chief executive and 21 pan-democrat lawmakers at Government House, at which Mr Tsang also said he was confident the central government would give "active consideration" to his judgment.
The Standing Committee is scheduled to deliberate on the report at a week-long meeting that starts on Sunday.
Deputy secretary-general of the Standing Committee, Qiao Xiaoyang , vice-chairman of the Legislative Affairs Commission Li Fei, and deputy director of the Hong Kong and Macau Affairs Office Zhang Xiaoming will visit Hong Kong after the meeting ends on December 29.
Pan-democrat lawmakers have been invited to attend a seminar at Government House that day for all legislators at which the three officials are expected to explain the rationale of the Standing Committee's decision. Hong Kong deputies to the NPC and Hong Kong delegates to the Chinese People's Political Consultative Conference have been invited to attend another seminar.
Pan-democrats have criticised the report as misrepresenting the wishes of the Hong Kong public and for not making a strong enough case for dual universal suffrage in 2012.

Speaking during a heated debate within the constitutional affairs panel, the Frontier's Emily Lau wai-hing said the only time the government is willing to listen is when the people take to the streets.
Civic Party chairwoman Audrey Eu Yuet-mee accused Chief Executive Donald Tsang Yam-kuen of ``deceiving the public with his election pledges'' in March, but Secretary for Justice Wong Yan-lung interrupted to say the word ``deceived'' should not be used lightly. Wong said Tsang had done his best in urging for a timetable and in seeking the NPCSC's approval to amend the 2012 electoral arrangements for both the chief executive and Legislative Council elections.
``He cannot make this decision on his own,'' Wong explained. ``The power [to amend the Basic Law] rests with the central authorities.''
Secretary for Constitutional and Mainland Affairs Stephen Lam Sui-lung denied the government had been dragging its feet on the issue and lacked commitment.
``Before the NPCSC has reached a decision, we cannot say what the SAR governmnet will do. But we will introduce more democratic elements into the two elections in 2012,'' Lam said. ``I believe we will have universal suffrage in my lifetime.''

A dozen pan-democratic lawmakers will demonstrate in front of Government
House today to demand a meeting with Donald Tsang Yam-kuen on political
reform, and to request that he organise a meeting between the democratic
camp and mainland officials.
Pan-democrats want to press their demand for election of the chief executive and legislature by universal suffrage in 2012 following the submission of the chief executive's report to Beijing on constitutional development, which they say misrepresented public opinion.
They have already rejected offers of meetings on Saturday and Monday, saying these would be too late since the National People's Congress Standing Committee will start considering the report on Sunday.
The Standing Committee will discuss Mr Tsang's report in the week-long meeting and is expected to make a decision at the end of it.
A spokeswoman for the chief executive's office confirmed that office director Norman Chan Tak-lam yesterday offered Emily Lau Wai-hing, representing the pan-democrats, the chance to meet Mr Tsang on Monday. Ms Lau rejected the offer, saying the Beijing meeting would already have begun. Mr Chan came back with a final offer of a meeting on Saturday, but pan-democrats decided it would be meaningless to attend on that date.
Ms Lau said that although a meeting on Saturday would take place before the Standing Committee convened, it was still too late.
"We do not only want to meet Mr Tsang, but also hope that he can help arrange a meeting between us and relevant mainland officials. There needs to be sufficient time to prepare for that," she said.

民建聯曾鈺成認為，若全國人大常委會不就普選時間表作回應，他會感到好詫異。他說，民意已經轉變，不像兩年前般大家倡議「先圖後表」，現時認為要先有普選時間表，才有助解決普選模式中的爭議。
曾鈺成形容，特首在政改報告的結論中，已清楚點出普選時間表的重要性，2005 年人大常委會副秘書長喬曉陽南下，與本港政界人士會談時，亦認同香港社會普遍要求普選時間表。
曾鈺成估計，下周六人大常委會的決定會出現3 個可能性：一是只說2012 年無普選；二是認同2012 年兩個選舉辦法可修改，並列出普選時間表；第三是同意應該有普選時間表，但沒有詳細補充。
對於民主派近日要求北上表達對政改的意見，曾鈺成認為安排的機會不大，皆因今屆立法會並非中央拉票對象，最快也是下屆立法會。

26 泛民議員函胡曾 立會今急議政改報告
26 名泛民議員趁人大常委會下周開會審議香港政改報告書前，致函國家主席胡錦濤及特首曾蔭權，要求與曾氏及中央官員見面，反映市民對2012
年雙普選的訴求。民主黨楊森亦成功取得立法會主席的同意，在今日立法會大會上提出緊急動議，要求討論政制諮詢報告。
全國人大常委會將於本月23 至29 日召開會議，議程之一是審議曾蔭權提交的本港政制發展諮詢情况，以及2012 年特首和立法會產生辦法是否需要修改的報告。

SCMP Public trust dented by report on suffrage
Public trust in the central and Hong Kong governments has slumped to an
eight-month low following the publication of Chief Executive Donald Tsang
Yam-kuen's constitutional reform report last week, according to the
University of Hong Kong.
The sharp drop in confidence came as lawmakers called for an emergency debate in the Legislative Council today amid fears that the National People's Congress could rule out the introduction of universal suffrage by 2012 during a Standing Committee meeting next week.
The poll, conducted by the university's public opinion programme between December 11 and 14, found 49 per cent of the 1,011 respondents said they trusted Beijing.
The figure represented a 10 percentage point drop from the last survey, held in October. It was also lower than the figure recorded in June, when NPC chairman Wu Bangguo made a controversial statement about the limits of Hong Kong's autonomy.
Mr Wu said there was no question of the city being entitled to residual power - the power to manoeuvre in areas not specifically granted by Beijing.
A more significant drop in the latest poll was public trust in the Hong Kong government. The poll found the latest level of trust was at 51 per cent, a drop of 12 percentage points from October. Public confidence in the city's future also dropped 4 percentage points to 79 per cent.
Pollster Robert Chung Ting-yiu said Mr Tsang's submission of the reform report to Beijing last Wednesday was an important factor.
In the report, Mr Tsang said introducing universal suffrage by 2017 would stand a better chance of being accepted although the majority wanted 2012 - a date to which Beijing should give serious consideration.
Pan-democrats called yesterday for an emergency debate in the Legco meeting today to raise concerns before the NPC Standing Committee meeting starts on Sunday.

…… 立法會政制事務委員會昨日討論政府向人大常委提交的政制發展報告書，民主黨的楊森追問出席會議的唐英年，在特首的呈請中，究竟有沒有爭取一個普選終極方案，他更兩度激動至拍枱質問唐英年。唐英年沒有正面回應，律政司長黃仁龍其後補充說，特首在報告書中已確實反映市民期望，包括2017 年普選特首有較大機會，但不能臆測人大對此的決定。
政制及內地事務局長林瑞麟表示，特首呈請在憲制上涉及修改2012 年特首及立法會的選舉辦法，唐英年則稱，呈請是根據2004 人大常委會就《基本法》附件作修訂，故只提及2012 年的選舉辦法，不涉2012 年之後的安排。
民主黨李柱銘質疑，特首報告不直接爭取2017 年普選特首， 「只鋪路讓人大推倒2012 年，又不定普選時間表及終極方案……將市民的民主夢打散」。林瑞麟反駁指「政府希望民主可落實，不希望任何人為民主做夢」，結果被李柱銘反諷「特首連民主夢也不敢發」。
泛民斥光天化日欺騙市民
張文光嘲諷政府給市民一個錯覺，以為在2012 年沒有普選特首，在2017 年便會有，但其實政府根本沒有承諾，只求蒙混過關，如給市民「迷幻藥，麻醉市民，當市民是醉蝦……光天化日下欺騙市民」。
議員陳方安生追問，特首呈請是不是否決2012 年不能實行雙普選時，唐英年指政府沒有排除2012 年普選特首的可能。
公民黨湯家驊認為，特首報告將爭普選的責任推得一乾二淨。自由黨楊孝華也指特首報告爭普選上「不夠進取」。
政制事務委員會昨日通過楊森動議，要求政府官員在人大會議前，再到立法會解釋。唐英年將再次出席明日舉行的委員會會議。

2017普選未知是否納入決議 人大常委會議表決2012去向
全國人大常委將於周日在北京舉行會議，新華社報道，議程包括審議政制發展諮詢報告。本報得悉，人大常委今次為期一周的會議，將就二○一二行政長官和立法會選舉作出決定，並會就二○一七作回應，未知回應是納入決議中，還是以表述形式公布。
政務司司長唐英年昨日出席立法會政制事務委員會時表示歡迎，指特區政府將等待人大常委的決定，再開展下一步工作。全國人大常委會第三十一次會議將於本月廿三日至廿九日在北京舉行，根據委員長會議建議的議程，會議將審議香港政制發展的諮詢情況、以及二○一二年行政長官及立法會產生辦法是否需要修改。據悉，三位港區人大代表黃宜弘、簡福貽及梁秉中將會例席會議。

exchanges at yesterdays constitutional affairs panel in the Legislative
Council.
Tempers flared when veteran democrat lawmaker Yeung sum, above,would not accept Chief Secretary Henry Tang Ying-yens answer on his query for a timetable on universal suffrage. Yeung, angrily poking his finger at the officials, was not satisfied when Secretary for Justice Wong Yan-lung re- worded Tangs answer and also called for calm.
At issue was Chief Executive Donald Tsang Yam-kuens Constitutional Development report which will be studied by the Standing Committee of the National Peoples Congress whose next session opens on Sunday and ends on December 29.
The weekend meeting was seen by pro-democracy lawmakers as being hasty.
They are also worried that once the Standing Committee makes a decision it will be difficult to change it.
The news of the meeting came as the SAR government, for the first time, confirmed the NPC standing committee will deal with the electoral methods in 2012 only.

李柱銘：有路線圖才有商量
民主黨前主席李柱銘認為，人大常委會下周日審議特區政府提交的政改報告時，否決2012年雙普選的機會頗大，他最擔心的，是政府重用04年處理政改的程序，即在否決2012雙普選後，未能提供一個真正落實普選的政改方案。李柱銘表示，泛民在人大釋法後，已由07、08年雙普選，退一步爭取2012雙普選，「如果政府話2012無普選，但又唔肯講幾時先會有，等於係迫我哋反對。」李認為，市民最希望見到的，是政府交出一個有清晰時間表和路線圖的普選方案，又指若果政府能夠交出有關方案，泛民與特區和中央政府是「有得傾」，「政府提出一個真正普選的終極方案後，如果要有一個、兩個站（才達到普選），我覺得都可以傾，但如果連呢個都無，政府就真係搵笨！」他強調，他所指的「有得傾」，前提是政府提供一個真正普選的終極方案，泛民會在政府提出方案後諮詢市民意見，爭取盡快落實雙普選。

Legislator Anson Chan Fang On-sang has urged people not to give up the
fight for universal suffrage in 2012 until there is a clear timetable for
the implementation of one person, one vote.
Mrs Chan, a former chief secretary, has cautioned people to note that neither the central government nor the Hong Kong government has made a commitment on a timetable for universal suffrage.
Referring to the muted public reaction since Chief Executive Donald Tsang Yam-kuen submitted a report on constitutional development to Beijing on Wednesday, she said people seemed to get the impression universal suffrage is already in the pocket. Mrs Chan added: It isn't. We should not give up [the fight for universal suffrage in 2012] until we have a clear timetable.
Concluding a three-month consultation on universal suffrage, Mr Tsang said in a report to the National People's Congress Standing Committee that more than half of people wanted the election of the chief executive by universal suffrage in 2012. He added, however, doing so in 2017 stood a better chance of being accepted by the society.
Speculation is rife the Standing Committee may formally rule out dual universal suffrage in 2012 at its next meeting scheduled for December 23.

The Standard Ip looks ahead to next contest
Defeated by-election candidate Regina Ip Lau Suk-yee is set to try again
for the Hong Kong Island seat in next year's Legislative Council election.
Ip, who heads the Savantas Policy Institute think-tank, told Commercial Radio she lives on the island and that she gained more insight into the district's concerns in campaigning for the December 2 by-election.
She also said Savantas has set up two community service centers on the island.
She plans to deepen her cooperation with the Liberal Party and Democratic Alliance for the Betterment and Progress of Hong Kong.
``I am very grateful for the DAB's support during the [by-election] campaign,'' she added.
Ip said the intensity of the election campaign the next time around would be much less ``as one only needs about 50,000 votes to secure a seat under the proportional representation system.''

大公報 民調非唯一標準需平衡各方利益 唐英年欣見政改分歧收窄
政務司司長唐英年認為，民調對政府施政有重要參考價值，但民調不是作判斷的唯一標準。在政改問題上，政府會以高度負責任的態度，考慮歷史因素，顧及社會實際情況，平衡各方利益。他並相信，只要社會各界能抱着互相尊重、求同存異的宗旨，繼續收窄分歧，形成主流意見，普選定可實現。

基督徒團體聯署炮轟港府：政改報告充滿詭辯謊言
多個基督徒團體昨日發表聯署聲明，炮轟政府上周三推出的政改報告是政治謊言，未有重視港人要求2012年雙普選的心聲，「對傳媒來說，這份報告書可能是一份聖誕禮物，然而對於香港人來說，卻只是一次巧言令色的政治謊言」。他們要求政府應重新推出政制發展綠皮書，就政制發展方案提出具體建議，為2012年雙普選擬定時間表及路線圖後，再交予公眾諮詢和討論。
「拖得就拖遙遙無期」
由香港基督徒學會、基督徒關懷香港學會、基督徒學生運動，以及天主教正義和平委員會組成的「基督徒關注政改聯席」，昨日發表聯署聲明，批評政府發表的政改報告內容「充滿詭辯及閃爍其詞」，一面指出超過一半市民支持2012年進行雙普選，但又以05年《五號報告書》被立法會否決一事為由，認為難得到三分二議員的通過，建議不遲於2017年才落實普選行政長官。聯席指出，本港的主要政黨，都曾公開地表明支持或不反對於2012年進行雙普選，「即使是在剛過去的港島區立法會補選中，儘管是被視為民主對決的選舉，兩位超過九成選民投票的主要對手，也都是支持2012年進行雙普選」。聯席批評，政府今次推出政改報告，是想讓社會放棄爭取2012年雙普選，無奈地接受其欲蓋彌彰的方案，「就是最快也要拖延到十年後才有行政長官普選，普選立法會則更是拖得就拖，遙遙無期。」

Political parties and individuals are already knocking on government doors
in the hope of securing new ministerial posts just approved by the
Legislative Council, the constitutional affairs chief said yesterday.
A day after Legco approved HK$65 million in funding for 11 undersecretaries and 13 assistants to ministers, Stephen Lam Sui-lung said he had already received unsolicited applications from individuals.
While Mr Lam said he had not received any name lists from political parties, he did not deny suggestions the chief executive had received some. But he believed appointees with a party background would be in the minority.
Also, Mr Lam said experience showed that for any electoral changes in 2012, a decision had to be taken at least one or two years before the elections.
He would not say if universal suffrage in 2012 remained an option. But he hoped the electoral methods in 2012 could be further democratised.
"No matter whether universal suffrage will come in 2012 or any other year, the present electoral methods definitely have room for further democratisation," Mr Lam said.
He rejected claims that functional constituency lawmakers were blocking moves towards democracy, saying their views were also important. "I don't think it's appropriate to put functional constituency members and the community at opposite ends."
In the government's report to the National People's Congress Standing Committee last week, Chief Executive Donald Tsang Yam-kuen said while a majority wanted universal suffrage in 2012, introducing it in 2017 "stands a better chance of being accepted by the majority".

林瑞麟昨日出席一個電台節目時說，擴大政治任命制度是要使香港以後的從政階梯更完備：「其實世界各地都是一樣的，要從政一係加入議會，一係加入政府。」當香港落實行政長官普選後，任何候選人成功當選後都可以在競選班子中挑選人才組成官員班子。對未來的副局長和局長助理並沒有設立學歷要求，林瑞麟解釋，是因 要「英雄莫問出處」。
招聘程序審慎用人唯才
林瑞麟又透露，早前已有人向他「毛遂自薦」副局長和局長助理的職務，但並不包括有政黨背景的人士。他形容，政府的立場是「用人唯才」，因此招聘人才的過程十分審慎：「不是誰對政府有用就拉攏誰，因為入去(政府)又要讓傳媒監察，又要讓立法會監察，如果『唔夠秤』就很快會『現形』！」

全國人大常委會最快在本月底才會審議特首提交的二○一二年政改報告，但行政會議成員鄭耀棠已表明，本港在二○一二年落實普選特首的機會很微，因為泛民主派在○五年否決了政府提出的政改方案，故若在二○一二年落實普選特首根本未能體現循序漸進的原則。
泛民主派議員昨日在立法會舉行飯盒會討論相關對策，民主黨的單仲偕事後擔任發言人，他說泛民議員達成的共識是擬聯署一封遞交給中央的信件，要求全國人大常委會不要在本月底的會期否決二○一二年雙普選，並安排泛民議員北上與中央官員會面，商討普選問題。
單指出，泛民議員亦要求約見曾蔭權反映意見，但特首辦主任陳德霖至今未回覆見面時間。單仲偕認為，特首辦或想在本月十七日（周一）的政制事務委員會特別會議舉行後，才決定是否與泛民主派議員會面。

泛民主派立法議員決定撰寫聯署信，要求透過特首曾蔭權安排他們直接與中央政府見面，表達對政改報告的意見。但有消息指出，中央在可見的將來都無意接見泛民議員。
民主黨立法會議員張文光表示，民主派擔心人大常委在本月23 至29 日的例會上，會按曾蔭權提交的政改報告，倉卒否決了2012 雙普選。他批評，報告對民調的解讀及所作的結論值得商榷。
他指出，泛民議員決定聯署要求曾蔭權安排他們上京，直接與中央對話。他們又考慮在聖誕前夕、即人大常委開會前舉辦一些活動，以表達市民對2012 雙普選的訴求，他們將在下周三進一步磋商。
